SUMMARY
OF A PUBLIC MEETING WITH SOUTHERN NUCLEAR OPERATING COMPANY ON MAY 3, 2018 The U.S. Nuclear Regulatory Commission (NRC) staff held a Category 1 public meeting with Southern Nuclear Operating Company (SNC) on May 3, 2018. The purpose of the meeting was to discuss issues associated with the safety review of licensing actions for SNCs Vogtle Electric Generating Plant (VEGP) Units 3 and 4.
The meeting notice can be found in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML18110A120. The meeting notice is also posted on the NRC public website. J. Dixon-Herrity Summary of Meeting:
On May 3, 2018, staff from the NRC conducted a public meeting with representatives from SNC to discuss issues associated with the safety review of licensing actions for SNCs VEGP Units 3 and 4. Specifically, the meeting discussed (1) SNCs draft RAI responses related to LAR 17-037 and (2) clarification questions regarding LAR 17-041.
The first topic discussed was SNCs LAR 17-037 draft RAI response regarding the AP1000 reactor coolant pump (RCP) design. The staff stated that they reviewed SNCs draft RAI response and noted that since only the canned motor type RCP was reviewed as part of the AP1000 Design Certification (DC), the canned motor RCP type should be specifically included in Criterion 2 of the proposed License Condition 2.d(13)(a), which would require NRC approval if any change to the RCP design was proposed. The staff and SNC agreed that because the AP1000 RCP designs safety-related functions include its sealless feature and because the RCP serves as a reactor coolant system (RCS) pressure boundary, any change to the RCP design would require NRC approval per the criteria of Title 10 of the Code of Federal Regulations (10 CFR) Part 52, Appendix D, paragraph VIII.B.5. SNC stated that they would review their response and revise it, as necessary, before formally submitting the response.
The second topic discussed was clarifications regarding LAR 17-041. Specifically, the staff asked clarifying questions regarding the second bullet on Page 8 of 9 in Enclosure 2 about chemical volume control system (CVS) auxiliary spray and letdown flow path are operable for controlling pressurizer pressure and level after RCPs are shutoff. SNC described that the bullet is intended to be a valve line up prerequisite to ensure the CVS is properly configured and available for use after RCPs are tripped. SNC discussed that while the term shutoff is not readily used, they decided to leave it since the Updated Final Safety Analysis Report (UFSAR) section on this test was previously approved with the term and it is descriptive for the condition discussed in the bullet. Further, SNC stated that as part of the detailed procedure, operators would have to reduce RCS pressure to conduct the test, and therefore, auxiliary spray control in needed for the test. Additionally, SNC discussed that training for this test has been performed on their plant simulator. The staff noted that they understood SNCs clarification.
The third topic discussed was SNCs LAR 17-037 draft RAI response regarding AP1000 critical sections. The staff noted that further internal discussions were needed before an official staff position could be discussed with SNC. With that understanding, the staff and SNC proceeded to discuss how the LAR and proposed License Condition apply to critical sections. SNC discussed that the Tier 2* information in Section 3.H of the UFSAR for reinforced concrete includes the area of steel provided and the demand to capacity ratio for critical sections. SNC discussed that the intent of the LAR is to allow proposed changes to Tier 2* information to be evaluated through an internal SNC screening process and implemented without prior NRC approval for changes determined to have low safety significance. Regarding critical sections, SNC discussed construction related examples where they foresee using this new process, such as interferences that would require using an area of steel different from what is specified in the UFSAR. SNC stated that they would review their response and revise it, as necessary, before formally submitting the response.
J. Dixon-Herrity At the end of each topic discussed, there was an opportunity for the public to provide comments and ask questions. All comments and questions from members of the public were addressed before ending the meeting.
