SUMMARY

OF APRIL 11, 2011, MEETING WITH PACIFIC GAS AND ELECTRIC COMPANY ON NATIONAL FIRE PROTECTION ASSOCIATION 805 TRANSITION PROJECT (TAC NOS. ME5888 AND ME5889) On April 11, 2011, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Pacific Gas and Electric Company (PG&E, the licensee) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland.

PG&E had requested this pre-application meeting to discuss its transition project to National Fire Protection Association (NFPA)-805 for the Diablo Canyon Power Plant, Unit Nos. 1 and 2 (DCPP). The meeting notice and agenda dated March 23, 2011, are available under the Agencywide Documents Access and Management System (ADAMS) Accession No. ML110810125.

The licensee provided the NRC staff presentation slides in support of this meeting (ADAMS Accession No. ML111010128).

A list of attendees is enclosed.

At the start of the meeting, Alex Klein, of the NRC staff, stated that there is a meeting scheduled for April 14,2011, to discuss a staggered schedule approach for the NFPA-805 transition license amendment requests (LARs). The staggered schedule approach has been presented to the Commission and the vote is in progress.

PG&E noted it is aware of the proposal and is working with NElon what priority it might be. PG&E stated the NFPA-805 LAR, if it submits on June 29, 2011, will be a full submittal.

However, implementation of the proposed staggered submittal process may impact this decision.

If DCPP is selected for a later submission, PG&E might augment the submittal.

The NRC staff asked how can PG&E submit a final LAR if it might augment it later so that some of the assumptions or modeling are not completed yet. PG&E stated the LAR will be based on whatever analyses and model development that has been completed prior to the submittal.

PG&E plans to perform additional iterations using the informed, performance-based evaluation techniques to optimize the number of modifications needed to achieve the performance objective.

This may result in a supplement to the submittal around June 2012. PG&E will not augment the LAR once the LAR is submitted.

PG&E stated its challenges were the time restraints to complete the LAR by June 2011, industry resource constraints, the need for internal management reviews, and large PG&E projects competing for resources such as license renewal, digital conversion, and long-term seismic program, and the license basis verification project. Members of the public were in attendance but had no comments or questions.

Public Meeting Feedback forms were not received.
