OF SEPTEMBER 26,2013, PRE-APPLICATION MEETING WITH PACIFIC GAS AND ELECTRIC COMPANY TO DISCUSS LICENSE PROPOSED AMENDMENT REQUEST TO ADOPT TECHNICAL SPECIFICATIONS TASK FORCE TRAVELER TSTF-505 (TAC NOS. MF2632 AND MF2633)
On September 26, 2013, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Pacific Gas and Electric Company (PG&E, the licensee) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss PG&E's plans for a license amendment request (LAR) to adopt Technical Specifications Task Force (TSTF) traveler TSTF-505, "Provide Risk-Informed Extended Completion Times RITSTF Initiative 4B," at Diablo Canyon Power Plant, Unit Nos. 1 and 2 (DCPP). PG&E indicated that it would be providing the LAR in the fourth quarter of 2013. PG&E described the scope, plant-specific design technical specification (TS) changes, and changes in the proposed LAR that addresses TSTF-505 editorial errors. In addition, the licensee summarized the probabilistic risk assessment (PRA) models (including the seismic and fire PRA models), and described the implementation of the risk-informed completion times, which includes licensee training and communications. The NRC recommended that PG&E consider identifying the risk-informed completion time contributions where seismic risk is significant to the risk profile in the LAR.
