SUMMARY
OF SEPTEMBER 25,2013, PRE-APPLICATION MEETING WITH PACIFIC GAS AND ELECTRIC COMPANY RELATED TO EMERGENCY CORE COOLING SYSTEM EVALUATIONS (TAC NOS. MF2627 AND MF2628)
On September 25, 2013, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Pacific Gas and Electric Company (PG&E, the licensee) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss Emergency Core Cooling System (ECCS) evaluations including leak-before-break (LBB) assumptions used in Section 50.46 of Title 10 of the Code of Federal Regulations (10 CFR) cool able geometry evaluation for Diablo Canyon Power Plant, Unit Nos. 1 and 2 (DCPP). The meeting was a follow-up to a December 18, 2012, public meeting on the same subject. The December 18, 2012, meeting summary is available at ADAMS Accession No. ML12355A150.
PG&E indicated that it would be providing the license amendment request (LAR) in the December 2013 time frame. PG&E described the non-conforming condition that was identified during the licensing basis verification project for DCPP. Specifically, the licensee did not perform a 10 CFR 50.59 review for a change where LBB methodology was implemented to exclude the dynamic effects of a break in the main loop piping in the fuel assembly structural analysis. The results of the fuel assembly structural analyses are used in part to demonstrate compliance with the 10 CFR 50.46(b)(4) fuel coolable geometry requirements. In addition, PG&E provided the DCPP loss-of-coolant accident (LOCA) and fuel structural qualification timeline, and summarized the proposed LAR scope and technical evaluation, The NRC suggested that PG&E consider the following during preparation of the proposed LAR:
Ensure the proposed LAR includes the mechanical testing results in comparison to the analytical results. In addition, include the fuel assembly seismic and LBB LOCA loads, Ensure the proposed LAR includes the results of grid crush from large break LOCA fuel analysis for comparison purposes, Verify Information Notice 2012-09, "Irradiation Effects on Fuel Assembly Spacer Grid Crush Strength" concerning Standard Review Plan Section 4.2 has been considered in regards to the irradiation impacts from grid strength.
- 2 Ensure that General Design Criterion 2, "Design bases for protection against natural phenomena," of Appendix A to 10 CFR Part 50 is included in the regulatory evaluation.
