OF THE MARCH 31,2009, CATEGORY 1 PRE-APPLICATION MEETING WITH EXELON TO DISCUSS A PROPOSED LICENSE AMENDMENT REQUEST REGARDING COBALT PRODUCTION On March 31,2009, (Agencywide Documents Access and Management System (ADAMS) Accession No. ML090760150), a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Exelon Generation Company, LLC (Exelon) at the NRC headquarters complex, 6003 Executive Boulevard, Rockville, Maryland.
The purpose of the pre-application meeting was to discuss a planned license amendment request involving the production of Cobalt-60, a radioactive isotope with uses in the medical and food irradiation applications, at the Clinton Nuclear Power Station. A list of attendees is enclosed.

The presentation to the NRC staff included a description of the proposed Cobalt-60 isotope generation process involving a partnership between Exelon and General Electric-Hitachi Hitachi).
The process flow includes installing a limited number of Cobalt-59 target rods into fuel bundles during fuel fabrication, irradiating them in the reactor, removal of the cobalt producing rods from the associated fuel bundles in the Clinton spent fuel pool, transfer of the cobalt rods to a shipping cask, and shipment of the rods to a GE-Hitachi facility in California for hot cell handling.
The NRC staff gave Exelon feedback on the submittal.
The staff expressed concerns with the timing of the submittal, including the supporting analyses, as well as the use of the Lead Test Assembly framework.
Many of the staff's concerns were focused on the fact that the pending application would not include the results of reload and safety analyses that the licensee plans to complete in May 2009. The staff informed Exelon that this would pose challenges for the staff's acceptance and technical reviews. The staff discussed options for auditing these analyses once complete and encouraged Exelon to keep the staff informed of their progress and any delays encountered.
Based on these concerns, the staff encouraged Exelon to develop a contingency plan in case the NRC staff could not reach a safety conclusion in sufficient time to support the upcoming Clinton outage. In addition, questions were raised regarding the applicability of the certificate of conformance for the proposed shipping cask, as well as the review of transportation security considerations.
No regulatory decisions were made at the meeting by the NRC.
