SUMMARY
OF JANUARY 21, 2021, PRESUBMITTAL MEETING BETWEEN THE U. S. NUCLEAR REGULATORY COMMISSION AND EXELON GENERATION COMPANY, LLC REGARDING A ONE-TIME EXTENSION OF THE CLINTON POWER STATION, UNIT 1, CONTAINMENT TYPE A INTEGRATED LEAK RATE TEST FREQUENCY (EPID L-2021-LRM-0005)
On January 21, 2021, a Category 1 public meeting was held between the staff of the U.S.
Nuclear Regulatory Commission (NRC) and representatives of Exelon Generation Company LLC (Exelon), via teleconference. The purpose for this teleconference was for Exelon to brief the NRC staff on a one-time extension of the Clinton Power Station, Unit 1, containment type A integrated leak rate test (ILRT) frequency.
The meeting was published on the NRCs public webpage on January 7, 2021 (Agencywide Documents Access Management System (ADAMS) Accession No. ML21008A381). The licensee-furnished presentation materials are located at ADAMS Accession No. ML21021A065.

Summary Exelon stated that the reason for the one-time extension is that performance of the ILRT during the fall 2021 refueling outage is contrary to COVID-19 protocols. Exelon stated that performing the ILRT requires vendor personnel from across the United States working alongside plant personnel in close proximity for extended periods and that performance of the ILRT increases the overall outage duration, increasing the amount of time that supplemental workforce remains onsite.
Exelon discussed the proposed technical specification (TS) revision that supports the extension.
The NRC staff stated that the TS, as proposed, does not provide a definite control of the extension period, and that Exelon should consider revising the proposed TS. Exelon discussed several previous submittals that support the proposed submittal. The NRC staff stated that information in previous submittals do not need to be repeated in the proposed submittal, but Exelon should specifically reference the location of the supporting information in the previous submittals. Exelon stated that the request for the one-time extension is scheduled to be submitted in early March 2021 and will request approval within 4 months. The NRC staff did not commit to the requested approval timeline. The NRC staff will attempt to meet the licensees requested approval date but will schedule review resources and approval dates based on actual
need dates. In this case the actual need date is considered to be the date that the ILRT must be performed based on the current 15-year frequency, which is February 2023. The NRC staff acknowledges Exelons need for a prompt decision because of the lead time needed for preparation for the ILRT and the scheduled September 2021 shutdown. The NRC staff believes that any issues that impact the NRC decision regarding approval of the submittal should be apparent within four months of the submittal.
There were no final determinations or regulatory decisions made by the NRC staff during the meeting.
