SUMMARY

OF JANUARY 31, 2022, PRESUBMITTAL MEETING BETWEEN THE U. S. NUCLEAR REGULATORY COMMISSION AND CONSTELLATION ENERGY GENERATION, LLC, REGARDING EXTENDING THE CLINTON POWER STATION, UNIT 1, SECONDARY CONTAINMENT TO INCLUDE THE FUEL BUILDING RAILROAD AIRLOCK (EPID L-2022-LRM-0006)

On January 31, 2022, an observation meeting was held between the staff of the U.S. Nuclear Regulatory Commission (NRC) and Constellation Energy Generation LLC (the licensee), via the TEAMS meeting application. The purpose for this meeting was for the licensee to brief the NRC staff on a future request to extend the secondary containment of the Clinton Power Station, Unit 1, (CPS) to include the fuel building railroad airlock (FBRA).

The meeting was published on the NRCs public webpage on January 13, 2022 (Agencywide Documents Access Management System (ADAMS) Accession No. ML22031A161). The licensee-furnished presentation materials are located at ADAMS Accession No. ML22028A011.

Summary The licensee stated that with the current design of the secondary containment, each time the FBRA inner door is opened in MODES 1, 2, or 3 the secondary containment is declared inoperable. The CPS Secondary Containment Technical Specifications 3.6.4.1 Action A Completion Time requires restoration to operable status (closing the inner door) within 4 hours4.62963e-5 days <br />0.00111 hours <br />6.613757e-6 weeks <br />1.522e-6 months <br />.

This imposes a burden on plant operations, especially when moving large dry fuel storage casks into and out of the fuel building. The licensee further stated that the FBRA, including the outer door, meets the requirements for Seismic Category I structures (except for tornado protection) and the secondary containment. The licensee also identified manual actions to be incorporated into the design to ensure the inner door is closed in the event of severe weather or radioactive release. The Licensee expects to submit its amendment request before end of the first quarter 2022 The NRC staff asked if including the FBRA volume in secondary containment design would impact the basis of previous amendments. The license responded that they had looked at that and determined previous amendments are not impacted.

There were no final determinations or regulatory decisions made by the NRC staff during the meeting.
