SUMMARY

OF DECEMBER 13, 2005, MEETING TO DISCUSS TURBULENTPENETRATION AS RELATED TO DUANE ARNOLD ENERGY CENTER'S HIGH PRESSURE COOLANT INJECTION (HPCI) SYSTEM (TAC NO. MC8595)On December 13, 2005, members of the U. S. Nuclear Regulatory Commission (NRC) staff metwith Duane Arnold Energy Center (DAEC) representatives at NRC Headquarters, One WhiteFlint North, 11555 Rockville Pike, Rockville, MD. The meeting was a Category 1 publicmeeting. The purpose of the meeting was to allow DAEC representatives to present the cork screwconvection methodology which is formally known as Turbulent Penetration, and to discuss its relationship to the high pressure coolant injection system (HPCI). Additionally, DAECrepresentatives discussed the potential causes of steam void formation in the HPCI system, and actions taken. The NRC staff asked questions and provided feedback. DAEC plans tofurther evaluate the issue of the void formation. No regulatory decisions were made at the meeting.
