OF ENVIRONMENTAL SITE INFORMATION REVIEW (SITE AUDIT), RELATED TO REVIEW OF THE LICENSE RENEWAL APPLICATION FOR DUANE ARNOLD ENERGY CENTER (TAC NO. MD9770)

Dear Mr. Anderson:

From June 15, 2009 to June 17, 2009, a review team participated in an environmental site information review (site audit) at the Duane Arnold Energy Center (DAEC) in Palo, Iowa, related to the environmental review of the DAEC license renewal application (LRA). This environmental review was performed to support the preparation of the Supplemental Environmental Impact Statement (SEIS) for the DAEC license renewal application.

The environmental review team consisted of seven U.S. Nuclear Regulatory Commission (NRC) staff members and four contract support staff members (Argon National Laboratory

[ANL]). The primary goal of the site visit was to review documentation, gather information, and interface with Federal, State and local government officials on issues relevant to the environmental review of the LRA.

Enclosed is a list of NRC staff, Iowa Department of Natural Resources, Iowa State Historic Preservation Office (SHPO), and DAEC employees and representatives who participated in the site audit, as well as ANL contract support staff members.

On Monday afternoon, June 15, 2009, the environmental review team participated in a general tour of the site with DAEC staff. The general site tour focused on areas relevant to preparation of the SEIS, including pertinent site facilities and structure of environmental interest, and the site environs and cultural resources.

On Tuesday, June 16, 2009 and Wednesday, June 17, 2009, team members examined the data used by DAEC in preparing the Environmental Report for the SEIS that is scheduled to be issued on January 29, 2010. The team members met with DAEC representatives with corresponding environmental expertise in smaller groups. These break-out groups participated in various activities, including interviews and tours of: site facilities, the intake and discharge structures, the meteorological tower and instruments, transmission line rights of way, and site environs including the aquatic environment and cultural resources.

R. Anderson The environmental review team also met at the DAEC with State officials from the Iowa Department of Natural Resources and Iowa SHPO. Team members also met off-site with representatives from the Office of the State Archaeologist at the University of Iowa and SHPO.

At the conclusion of the site audit, the NRC staff summarized the status of the review with DAEC representatives. A formal request for additional information to address issues identified during the environmental site audit is forthcoming.
