OF JULY 13, 2016, PRE-APPLICATION TELECONFERENCE WITH NEXTERA ENERGY DUANE ARNOLD, LLC, FOR LICENSE AMENDMENT REQUEST FOR CHANGE IN DUANE ARNOLD ENERGY CENTER EMERGENCY PLANNING ZONE BOUNDARY BEYOND 10 MILE ZONE (CAC NO. MF8014)

On July 13, 2016, a Category 1 public teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of NextEra Energy Duane Arnold, LLC at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland, 20852.

The purpose of the teleconference was to discuss a license amendment request (LAR) for a change to the Plume Exposure Pathway Emergency Planning Zone (EPZ) boundary for the Duane Arnold Energy center (DAEC).

The licensee provided slides (Agencywide Documents Access and Management System (ADAMS) Accession No. ML16190A144) for this pre-application teleconference. The slides were published as part of the meeting notice (ADAMS Accession No. ML16194A123), dated June 27, 2016.

The licensee described the proposed change to the DAEC Emergency Plan, the basis supporting the change, and discussions with and alignment from the State of Iowa and Linn County regarding the acceptability of proposed change to the DAEC Plume Exposure Pathway EPZ boundary. The licensee also discussed the proposed updated to the DAEC Evacuation Time Estimate Study to be completed in 2016 prior to LAR submission to the NRC. The licensee is also planning to review other applications previously approved by NRC involving changes to EPZs, and incorporate any changes necessary in the submittal.

The NRC staff asked several clarifying questions and provided their insights on the subject matter. These questions included the level of outreach to facilities and the general public within the area proposed to be removed from the Plume Exposure EPZ and whether the impact on the DAEC Alert and Notification System had been evaluated.

The licensee provided its schedule for submittal as prior to end of October 2016, with request for approval by the end of 2017, with a 90-day implementation period.

Members of the public who participated in the conference were offered the opportunity to provide comments on the proposed LAR. Public Meeting Feedback forms were offered but not requested by anyone.
