SUMMARY
OF JANUARY 7, 2016, PRE-APPLICATION TELECONFERENCE WITH NEXTERA ENERGY DUANE ARNOLD, LLC, FOR DUANE ARNOLD SPENT FUEL CRITICALITY ANALYSES (CAC NO. MF6998)
On December 10, 2015, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of NextEra Energy Duane Arnold, LLC (NEE) at the NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss Spent Fuel Pool (SFP) criticality analyses for Duane Arnold Energy Center (DAEC). The summary of the December 10, 2015, meeting is available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML16006A042. The licensee requested a follow up teleconference to this meeting, to discuss additional information regarding this application.
During the teleconference, the following topic was discussed as a follow on to the December 10, 2015, meeting:
- 1.
The primary discussion revolved around the scope of the analysis and hence review of two different SFP storage rack designs at DAEC; PaR and Holtec. DAEC is preparing a SFP storage license amendment because 2013 in situ measurements of the boron-10 (1°B) areal density in its PaR designs indicate the 108 areal density is below that modeled in its analysis of record. During this meeting the licensee proposed two approaches.
- a.
Reanalyze the PaR design with a lower 108 areal density, while addressing interfaces with the other design.
- b.
Extrapolate the analysis of record for the Holtec design to the PaR design.
After considering questions from the NRC staff, DAEC indicated they will move forward with the first approach.
The other items discussed were the modeling of blisters on the PaR neutron absorbing material and the inclusion of a technical specification monitoring program for the neutron absorbing material. DAEC indicated their plan was to conservatively model the blisters and to include a technical specification monitoring program. The licensee did not provide any slides for this teleconference. There were some members of the public who participated in the conference.
