COOPER NUCLEAR STATION - REQUEST FOR ADDITIONAL INFORMATION RE: LICENSE AMENDMENT REQUEST FOR SPENT FUEL POOL STORAGE CAPACITY (TAC NO. MD3349)

Dear Mr. Edington:

By letter dated October 17, 2006, Nebraska Public Power District (the licensee) submitted thelicense amendment request for changes to the Cooper Nuclear Station Technical Specifications (TS) 4.3.1.1.c and TS 4.3.3 to increase the capacity of the spent fuel storage pool.The Nuclear Regulatory Commission staff from the Boiling Water Reactor Systems Branch hasreviewed the information provided in the submittal and determined that additional information is required in order to complete the review and approve the changes. As agreed upon in the telephone call on December 7, 2006, the licensee will respond to the request for additional information (RAI) within 30 days from the date of this letter. b)Uniform average enrichment.

c)Discharge fuel burnup (MWD/KgU).

d)Wt.% of Gd 2 O 3 (Gadolinia burnable poison) and the number of fuel rods thatcontain the Gadolinia.e)The highest actual or calculated value for neutron multiplication factor (Keff) withthe racks fully loaded with fuel of the highest anticipated reactivity and pool flooded with unborated water at a temperature corresponding to the highest reactivity.f)The highest actual or calculated value for K-infinity. 2.Please confirm that each of the limiting criteria for acceptable storage, as listed inTable 4-3 of Enclosure 1 of the submittal, are satisfied in the SFP expansion. If any of the criteria are not satisfied, then identify it and provide justification for acceptability.
