COOPER NUCLEAR STATION - REQUEST FOR ADDITIONAL INFORMATION RE: REQUEST FOR RELIEF FOR THE FOURTH 10-YEAR INSERVICE INSPECTION PROGRAM (TAC NO. ME7875)

Dear Mr. O'Grady:

By letter dated January 16, 2012 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML12023A005), Nebraska Public Power District (the licensee) submitted request for relief (RI-07) from certain inservice inspection (lSI) requirements of the American Society of Mechanical Engineers Boiler and Pressure Vessel Code (Code), for Cooper Nuclear Station, pursuant to Section 50.55a of Title 10 of the Code of Federal Regulations. The request is applicable to the fourth 10-year lSI interval, which began March 1, 2006.

The U.S. Nuclear Regulatory Commission staff has reviewed your submittals and determined that additional information is needed for the staff to complete its evaluation. The request for additional information was transmitted via e-mail to Mr. Edward McCutchen of your staff on May 18, 2012. Mr. McCutchen indicated via telephone on June 5,2011, that the response would be provided by June 22, 2012.

REQUEST FOR ADDITIONAL INFORMATION NEBRASKA PUBLIC POWER DISTRICT COOPER NUCLEAR STATION DOCKET NO. 50-298 By letter dated January 16, 2012 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML12023A005), Nebraska Public Power District (the licensee) submitted request for relief (RI-07) from certain inservice inspection (lSI) requirements of the American Society of Mechanical Engineers Boiler and Pressure Vessel Code (Code), for Cooper Nuclear Station, pursuant to Section 50.55a of Title 10 of the Code of Federal Regulations. The U.S. Nuclear Regulatory Commission staff has reviewed the information provided by the licensee and has determined that the following information is needed in order to complete its review.

1. Please describe the materials of construction of components RHR-CA-2A and RHR-CB-1A including the base metal and weld materials.
2. Please clarify the difference in technique between the examinations conducted during the previous lSI interval and those conducted during the current interval.

In addition, please explain why the coverage percentages differed so much between intervals.

3. Please discuss whether or not alternative beam-angle examinations were attempted. Also, please describe the impact of these alternatives, if any, on coverage.
4. Please provide a diagram of the residual heat removal vessel on which the examinations were performed indicating on the diagram where the welds of interest are located.
