Dear Mr. Edington:

Enclosed is a copy of the Individual Notice of Consideration of Issuance of Amendment to Facility Operating License, Proposed No Significant Hazards Consideration, and Opportunity for a Hearing related to your application, dated October 17, 2006, for the proposed amendment to revise the Cooper Nuclear Station Technical Specifications (TS) 4.3.1.1.c by adding a new nominal center-to-center distance between fuel assemblies for the new storage racks, and to revise TS 4.3.3 by increasing the capacity of the spent fuel storage pool from 2,366 assemblies to 2,651 assemblies.

The Biweekly Notice of Consideration of Issuance of Amendment to Facility Operating License, Proposed No Significant Hazards Consideration Determination, and Opportunity for a Hearing, was published in the Federal Register on December 5, 2006 (71 FR 70561).

The enclosed notice is being forwarded to the Office of the Federal Register for publication.
