1.PURPOSEANDSCOPEThepurposeofthisdocumentistoprovideadministrativeandtechni-calguidanceonthepreparationofEmergencyOperatingProcedures(EOPs)fortheDonaldC.CookNuclearPlant.ThisguideappliestoOptimalRecoveryProcedures,FunctionRestorationProcedures,andCriticalSafetyFunctionStatusTrees.

2.EOPDESIGNATIONANDNUMBERINGEmergencyoperatingprocedures(EOPs)specifyoperatoractionstobetakenduringplantemergencysituationswhichwillreturntheplanttoasafestablecondition.Eachprocedureshallbeuniquelyidentifiedtofacilitatepreparation,review,use,andsubsequentrevision.2.1ProcedureTitleEveryseparateprocedureshallhaveitsowndescriptivenamewhichsummarizesthescopeofthatprocedure,orstatestheevent(s)whichitisintendedtomitigate.2.2ProcedureDesinationEveryseparateprocedureshallhaveitsownalpha-numericdesignationtosupplementthedescriptivetitle.Eachprocedurewillbeginwitheithertheprefix01-OHP4023(forUnit1),or02-OHP4023(Unit2).Theprefixwillbefollowedbyanalpha-numericdesignator.LetterdesignatorsaretobeassignedaccordingtothedefinitionsprovidedinTable1.\OptimalRecoveryProceduresshallbedesignatedbythelettersE,ESorECAplusanumberdesignator.Numberdesignatorsareassignedsequentially.EachEprocedure'numberdesignatorshallconsistofasingleinteger.EachESprocedureshallconsistofthenumberdesig-natorofthereferenceEprocedure,plusadecimalinteger,againassignedsequentially.ECAproceduresshalleachhaveanumberdesignatorconsistingofanintegerplusadecimalinteger.Relatedproceduresshallbeassignedsequentialdecimalintegers.

2.3RevisionNumberinTheprocedurecoversheetandprocedurepagesshallbeupdatedtoreflectthenextsequentialrevisionnumber.Revisionnumberingasdescribedhereappliestobothproceduresandstatustrees.Thecurrentrevisionnumberwillappearinthelowerrighthandcorneroftheprocedurepagesbelowthepagenumber(seeFigure5).Theapprovaldateandeffectivedateappearontheprocedurecoversheet.EOPrevisionsshouldbesubjecttothePGPprocesswhenmajorchangesoccurintheplantdesign,technicalspecifications,technicalguide-lines,writersguideorotherplantprocedure.2.4PaeNumberinandIdentificationEachprocedurepageshallcarrytheproceduredesignatorandnumber(Section2.2)intheupperrighthandcorner;theproceduretitle(Section2.1)intheupperlefthandcorner;andthepagenumberandrevisionnumberinthelowerrighthandcorner.Pagenumberingshallbesequentialandeachpagewillbespecifiedas"'of".Thelastpageofinstructionswillhavetheword"END"followingthelastinstructionstep.

0 ThissectiondescribestheformatthatistobeappliedconsistentlytoallEmergencyOperatingProcedures.3.1ProcedureOranizationAllproceduresintheEOPsetaretoemployacommonstructurecon-sistingoffiveelementsasshowninTable2.Anyindividualproce-duremightcontainonlythetworequiredelements,oradditionalelementsasnecessarytopresenttheintentoftheprocedure.ThesequenceofprocedureelementsisalwaysintheordershowninTable2.Pagenumberingissequentialthroughalltheelementscomprisinganyprocedure,excepttheFoldoutPageandSupplement.Eachindividualprocedurewillbeboundinitsownfourpartfoldersuchthat;theinsidefrontcoverwillcontainthecoversheetandpagescontaininginstructionalsteps,thefrontofthefolderinsideleafcontainsFoldoutPage(ifapplicable)andthebackoftheinside'eafcontainsaSupplement{ifapplicable),theinsidebackcovercontainsanyAttachmentstotheprocedure.Theprocedurefolderisidentifiedwiththe,procedurenumberandtitle.TheEOPsetishousedinacartwhichisusedexclusivelyfortheseprocedures.Eachprocedurefolderiskeptinahangingfolderwhichistabbedwiththeprocedurenumber.Tabsarealsousedonthehangingfolderstodesignatetypeofproceduree.g.,OptimalRecoveryProcedures,FunctionRestorationProcedures;andthelocationofsignificantproceduressuchasReactorTriporSafetyInjection,ReactorTripResponse,SteamGeneratorTubeRuptureandLossofReactororSecondaryCoolant.Alltabsarecolorcodedtorepresentitsspecificfunctionasdescribeabove.AllpagesoftheEmergencyOperatingProcedureswillusethesamepagestructureexcepttheFoldoutPagewhichisdiscussedbelow.Thispagestructureemploysapre-printedbordertoassureallmarginsarecorrectlymaintained,andpre-printeddesignatorboxestoinsurecompletenessandconsistency(seeFigure1).Thepagesforpresentationofoperatoractionstepswilluseatwo-columnformatwithinthepre-printedborder.Theleft,-handcolumnisdesignatedforoperatoractionandexpectedresponse,whereastheright-handcolumnisdesignatedforcontingencyactionswhentheexpectedresponseisnot,obtained.Thesepageswi,llusepre-printedtitleblocksabovetheseparatecolumns(includingthe"step"column)foruniformity(seeFigure2).
