& M. Prepare 6 By e ispproval-D3 /1 /86 TITLE: EMERGENCY RESPONSE MANUAL OVERVIEW 1.O INTRODUCTION This manual incorporates those procedures which outline the emergency response actions for those Indiana & Michigan Electric. Company employees which are not part of the Donald C.

Cook Plant staff.

2.0 ATTACHMENTS Attachment 1, Glossary of Proper Acronyms and Terms.

3.0 ORGANIZATION The following is a brief description of those Emergency Response Procedures contained in this manual.

3.1 Preparation, Revision, and Distribution of I&M Emergency Response Procedures.

This procedure describes and defines the instructions for preparation, review, approval, revisien and control of I&M Emergency Response Procedures (IERP).

3.2 Cook Energy Information Center Emergency Response and Emergency News Center Activation and Operation This procedure establishes the responsibilities and actions to be taken to ensure the safety of the Cook Energy Information Center, its visitors and employees in the event of a serious incident such as natural disaster, fire or radiological emergency.

This procedure also establishes the responsibilities and actions of the Emergency News Center Manager and Staff during an emergency situation at the Donald C. Cook Plant.

This procedure will be followed until the Joint Public Information Center can be activated.

1 3.3 Public Information Dissemination This procedure describes the responsibilities and actions l

of I&M personnel for assisting the Berrien County i Sheriff's Department and the Michigan State Departments  ;

involved in the distribution of emergency / educational l information to the public within the 10 mile Emergency Planning Zone.

3.5 Administration and Logistics Manager and Staff In the event of an emergency at the D. C. Cook Plant, the St. Joseph Division Manager is designated the Administration and Logistics Han'ager. The Administration and Legistics Manager and Staff are responsible for the operation of a central processing center and for providing support to the Emergency Operations Facility (EOF). This proce. dure describes those actions necessary to provide that support. ,

3.6 Activation, Operation and Maintenance of the Joint Public Information Center (JPIC)

This procedure outlines the activation, operation and

_ maintenance of the Joint Public Information Center.

3.7 Prompt Public Notification Siren System Activation and Maintenance This procedures describes the use and maintenance of the early warning siren system.

3.8 Emergency Notification Phone Numbers This procedure provides one location for all. emergency notification phone numbers and call out lists used by I&M personnel outside the plant in responding to an emergency situation at the D. C. Cook Plant.

1.0 INTRODUCTION

1.1 Purcose To describe and define the instructions for preparation, review, approval, revision and control of I&M Emergency Response Procedures (IERPs). IERPs are instructions which describe and define guidelines for the uniform performance of Emergency Response tasks by those individuals who are not members of the D, C. Cook Plant staff but do have responsibilities during an emergency ,

situation at the D. C. Cook Plant. These procedures may provide further details of the Emergency Response -

Organization functions described in the Donald C. Cook i Emergency Plan or Plant Emergency Plan Procedures.

4.0 RESPONSIBILITY-4.1 The Public Affairs Director shall be responsible for final approval of all IERPs.

5.1.2 If an IERP is deleted from the Manual, the number

~ shall not be reassigned and the Table of Contents shall indicate that the IERM has been deleted.

5.1.3 The first page of each IERP is the Emergency Response Procedure Title Page (Attachient 1).

This title page gives the IERP title, number,

. revision and effective date. It also requires ,

the signature of the preparer and the. signature of the Directori I&M Public Affairs. , Changes to the IERPs shall be indicated in the text of the procedure by change bars on the right. hand margin of the changed' material.

5.1.6 If any of the above topics are not applicable to an IERP, "None" should be entered under that heading.

5.2 Initiation and Preparation 5.2.1 Any member of I&M may identify the need for a new IERP or revision to any existing IERP by completing and signing a Procedure Change Request Memorandum (PCRM) (Attachment 3) and submitting it to the AEPSC Radiological Support Section Manager. ,

5.2.2 The AEPSC Radiological Support Section Manager or designee shall maintain a log to record the receipt and distribution of all PCRMs and the review status of IERPs.

5.2.3 The AEPSC Radiological Support Section Manager shall determine the desirability of the proposed change.

s 5.2.4 If the change is determined to be undesirable,

'( '~ the AEPSC Radiological Support Section-Manager shall disapprove the PCRM; noting so'in his log; and return the disapproved PCRM to the initiator.

5.2.5 If the change is determined to be necessary, the AEPSC Radiological Support Section Manager shall approve the PCRM and assign a cognizant engineer to develop the new IERP or prepare the requested revision.

5.2.6 The AEPSC Radiological Support Section Manager shall update the log and if a new IERP is to be initiated assign it the next sequential number, and give it to the assigned cognizant engineer.

5.2.7 The cognizant engineer shall develop and prepare a draft IERP and submit it for review to individuals within the Emergency Response organization who have interfacing responsibilities or functions in the activity.

5.2.8 The cognizant engineer shall be responsible for 3 resolving comments, if any, against the draft '

IERP. Once comments are resolved, the cognizant engineer shall prepare the IERP in final form and

u. obtain the necessary approval signature on the IERP Title Page. The AEPSC Radiological Support i Section Manager shall maintain a historical file of superseded IERPs. i

1 5.2.9 The cognizant engineer shall also initiate a J revised Table of Contents Page (Attachment 4) with the issue of each new or revised IERP. The Table of Contents Page shall list the IERPs by number, title, revision number and effective date. The AEPSC Radiological Support Section. I-Manager shall approve the Table of Contents and assign the effective date. The effective date of ()

the IERP shall be.the date of issue.  ;

i 5.2.10 The cognizant engineer shall forward the approved '

IERP and Table of Contents Page to the AEPSC Radiological Support Section Manager for ' I i

5.3 Distribution ,

enables the Radiological Support Section Manager to document the distribution and receipt of each controlled copy.

5.3.4 The agency, organization, or: individual to which the document was sent will have ten (10)' days after receipt of the revision to return the DCAL.

When the DCAL is received by the Radiological Support Section Manager the date received will be entered into the DCL on the appropriate.page.

5.3.5 If the DCAL is not received within ten (10) days, a phone call shall be made to the individual failing to return the DCAL, to determine if that individual has received the revision. If not, a new copy will be sent and noted in the DCL. If the individual has received the transmitted revision, this too shall be noted in the DCL.

4.0 RESPONSIBILITIES - '

4.1 The Cook Energy Informatiori Center Manager is responsible for ensuring the safety of all Center I personnel, visitors and property. In addition, the l Center Manager will function as the Emergency News Center Manager. The Emergency News Center Manager is the spokesperson for media inquiries during the initial I

incident until relieved of this duty as necessary. by AEPSC or I&M Public Affairs personnel.

4.2 The Cook Center Manager will operate primarily from the Energy Information Center or, as necessary, from the plant Technical Support Center (TSC) or the Emergency

4.3 The Cook Energy Information Center Coordinator reports to the Center Manager and is responsible for supervising / directing all Center staff during the incident, as well as the safety of all Center visitors.

4.4 The Center Coordinator will operate from the Energy Information Center normally,: however, in the event of a nuclear emergency may be directed to the TSC by the Center Manager. If the JPIC is activated, the Center coordinator shall report lto the EOF.

5.0 PROCEDURES 5.1 Nuclear Emergency

,' 5.1. l' Upon receiving notification from the Cook Plant Manager that the Emergency Plan has been initiated, the Cook Center Manager will notify the Public Affairs DiYector - Fort Wayne and the , '

Center Coordinator. In addition, the St. Joseph and South Bend Division Managers will be notified (see IERP 9.0, Attachment 9 for notification numbers).'

5.1.2 The Center Manager shall direct the Center Coordinator to set up the Center as a media briefing area at the ALERT level or, at his discretion, at the UNUSUAL EVENT level.

5.1.2.1 :The Center Coordinator shall direct the Building Maintainer and the Center Technician to set up the Auditorium and the Snack Bar as shown on Attachments 1, 2 and 5. In the event the emergency requires activation during off-hours the Center Coordinator shall contact necessary Center staff at home utilizing the Center call list, requesting personnel to come to the Center as quickly as possible to establish the Center as the Emergency News Center.

5.1.2.1.a Twelve telephones for use in the media working area are located in the Center breaker room and should be plugged into the emergency media phone jack board ,

located above the vending I machines.

5.1.2.1.b Typewriters will be the responsibility of the Administration and Logistics Manager and will be ,

delivered to the Center as '

requested by the Center I Manager.

5.1.2.1.c Press kits, office supplies, etc. to be utilized in the I briefing room and media work I area (See Attachment 3 for

' list of items) are stored in the Emergency Planning Cabinet in the Center Coordinator's office, the Stationery closet in the office area or file cabinets.

5.1.2.1.d Maps of the iO-mile EPZ, l diagrams of plant squipment i and systems,:etc. are I located in the Control Room

- lower elevation.

5.1.2.2 The Center coordinator shall contact the Center Security service for additional security guards, if

5.1.2.2.a The security guard located at Post I shall secure the gate to the Center Road. ,

This guard is to stop all i individuals at the gate and admit media personnel only after verifying proper identification and receiving authorization for each individual from the Center Manager or the Center Coordinator. Other personnel may be required to assist at the Center and may~

be admitted only with authorization from the Center Manager or Coordinator.

b.I.2.2.b The security guard located in the Center will be stationed at the front entrance to the building.

(after locking all other outside doors) and will be responsible for registration of all media personnel and directing them to the briefing room. In addition, this guard will assist the Receptionist in controlling any members of the public that may be in the Center.

See Attachment 4. The security guard will also be responsible for ensuring that all members of the public are brought inside the Center from the patio and parking areas.

5.1.2.2.c The Center security guard will remain at the Center until relieved or transferred to the JPIC as directed by the Center Coordinator. This guard will be responsible for making arrangements for four (4) additional security

at the JPIC. The Post I security Guard will remain on duty at the Center until relieved. Upon JPIC activation he is responsible for ensuring all personnel have vacated the Center and for making certain the building is secure.

5.1.2.3 The Receptionist will instruct all visitors,' utilizing the PA system, to come inside'the Center and assemble'on the upper level lobby. Theater I and III may also be utilized as overflow ,

assembly areas. All visitors will be asked to account for all individuals in their groups to ensure accountability.

Any visitor unaccounted for will be paged using the.PA system and searched for by Center personnel. Upon completion of accountability the Receptionist shall report the results to the Center Manager.

5.1.2.4 Tour Guides will escort visitors to th'e upper level lobby and will be responsible for checking all three theaters, rest rooms, auditorium and snack bar areas. Tour Guides will then assist the Receptionist in controlling:

the group as necessary.

5.1.2.5 The Center coordinator and/or the Receptionist will explain to visitors the nature of the emergency, attempt to cover the precautions being taken and, ultimately, direct all visitors to a designated off-site area as necessary.

The Coordinator will work closely with the Center Manager to ensure proper

' information is presented to the ,

public. '

5.1.2.6 The Center Building Maintainer and the Center Technician will shut down all ventilation equipment (heat pumps, exhaust systems, etc.), and close all outside doors as directed by the Center Manager. Decisions on the ventilation equipment will be made after discussion with TSC personnel on release, wind direction, etc. These individuals will stand by to assist the Manager and/or Coordinator as necessary.

5.1.2.7 Food Service personnel will shut down all hood exhaust units in the kitchen areas, cover or put away all uncovered food, secure all kitchen equipment and report to the upper level lobby area for accountability. They will assist the Receptionist as necessary.

5.1.2.8 The, Manager's Secretary will handle all incoming phone calls, assist in preparing information packages for the media, operate the telecopier, etc. as directed by the Center Manager.

5.1.2.9 The Communicator (supplied via the plant notification list) will establish communications with the TSC/ EOF from the phone in the Conference Room in the Command Center (see Attachment 5). The Communicator will maintain a chronological list of events of the incident, as supplied by the TSC/ EOF Communicator, maintain all Exhibit B and C's received from the TSC, ask questions of the TSC/ EOF as directed by the Center Manager and in general, keep the Center Manager updated on the status of the incident. This Communicator shall remain at the Center until relieved or transferred to the JPIC as directed by the Center Manager.

5.2.1.10 The Center Coordinator will establish a conference call, utilizing the speaker phone in the Center Manager's office, with the I&M Public Affairs Director or Public Affairs Manager in Fort Wayne and the Senior Vice President - Public

I 5.1.4 Once the Center is established as the Emergency News Center, periodic media briefings will be held in the Center Auditorium. It is imperativo, during these briefings that the~ emergency' action level classification be given and a description l i of the event covered. The media should be told '

to stress to the public that they should listen to area Emergency Broadcast System radio and TV stations for information.

5.1.5 Prior to the arrival of Fort Wayne personnel at the ENC, the information to be covered during each briefing will be discussed and a by the Center Manager, the I&M Public, greed upon Affairs Director or Manager and the AEPSC Sen'ior Vice President - Public Affairs via the conference set-up described in 5.1.2.10. (If possible, a brief statement should be typed for handout to the media.)

5.1.6 Following arrival of Fort Wayne personnel at the ENC, statements will be prepared by them, read over the conference line to Columbus, and when approved, used during the media briefings.

5.1.6.1 All approved statements to the media shall be disseminated to the media listed on Attachment 6. For those listed, but not in attendance at the Emergency News Center, the information shall be telephoned or telecopied to each location. If the Center Manager or the coordinator are unavailable, the Administrative Assistant in either the

- Public Affairs office," NRC Region III 5.1.6.3 !AEP Public Affairs will distribute statements as required to other AEP system operating companies.

5.1.7 Media briefings will be videotaped as equipment is available and will be made available in the media work area for playback.

5.1.8 Use of the Center as the Emergency News Center is intended during the early phases of emergency plan activation (Unusual Event-Alert). The Center will be closed and the media briefings will be held at the JPIC at Lake Michigan College at the Site Area Emergency classification or JPIC activation, whichever comes first.

5.1.9 The Center Manager will work in conjunction with the Site Emergency Coordinator to determine the best time and routing for evacuation of members of the general public and non-essential Center personnel. Attempts should be made to have all

, members of the general public leave the Center as early as possible during the emergency, if it appears escalation of the emergency is eminent.

I&M EMERGENCY RESPONSE MANUAL Revision 0 Date 2/15/86 5.1.10 The Center Manager shall announce, at the last briefing, that future briefings will be at the JPIC, review proper procedures for entry at the JPIC and the proper routing for leaving the Center and travelling to the JPIC, if any off-site releases have been made. Upon closing the Center, the Center Manager shall notify the Site Emergency Coordinator of the situation.

5.2 Fire Emergency 5.2.1 In the event a fire occurs inside the Center or on the Center grounds, the Center Manager must b'e notified immediately.

5.2.2 The Center Manager will immediately notify the Shift Security Supervisor on duty at the Cook Nuclear Plant (Ext. 1135) (Plant Security has the responsibility for activating fire fighting personnel and equipment located at the Plant.)

At the discretion of the Center Manager, the Lake Township Fire Department (465-5555) and the Bridgman Police Department (465-3880) may be notified. The Public Affairs Department in Fort Wayne should also be~ notified.

5.2.3 The Center Coordinator shall notify the Center staff utilizing the phone intercom system, messenger or as a last resort, the Center PA system. The Coordinator will then be responsible

for ensuring all staff and visitors leave the building immediately.

5.2.4 The Building Maintainer and the Center Technician will immediately activate necessary fire fighting equipment and will attempt to fight the fire to the extent of their ability. Any impairment to fire fighting equipment or other vital services shall be reported to the Center Manager  ;

immediately. They will also be responsible for removing from service any equipment that could '

increase the fire hazard (electrical).

5.2.5 Upon instructions from the Center Coordinator, the Receptionist will instruct all visitors to assemble in the main parking lot outside the Center. All visitors will be asked to account for all individuals in their groups to ensure overall accountability. Any visitor / employee unaccounted for will be paged using the PA system and searched for (if possible) by Center

Upon completion of accountability, the Receptionist shall report results to the Center Manager.

5.2.6 Tour guides will escort visitors to the parking lot and will be responsible for checking all theaters, rest rooms, auditorium and snack bar for visitors. The Tour Guide will then assist the Receptionist in controlling the group as necessary.

, 5.2.7 The Center Coordinator and/or the Receptionist will explain to visitors the nature of the emergency and will control ultimate evacuation '

from the Center, in conjunction with the Center Manager.

5.2.8 Food Service personnel will secure all hood

' exhaust units in the kitchen area, secure all '

kitchen equipment and report to the parking' lot-area for accountability. They will assist the Receptionist as necessary. Food Service personnel are responsible for activating the Ansul Dry Powder System in the kitchen area if the fire originates in that area.

5.2.9 The Center Security Staff will assist in removing personnel from the building, searching for  :

missing visitors and controlling visitors in the l parking lot. They are also responsible for  ;

ensuring that fire fighting equipment enters the Center as easily as possible, i.e. main gates open, all fire lanes, fire hydrants clear,

. directing traffic, etc. They will also assist in removing personnel from the area once accountability is completed (at the direction of the Center Coordinator) .

5.2.10 All Center personnel are responsible for reporting a fire, no matter what the size, immediately upon discovery. Each person shall attempt to extinguish the fire, to the extent possible, using available fire extinguishers, l

hoses, etc. '

5.2.11 Fire fighting personnel will be in charge of fighting the fire after consultation with the Center Manager.

5.0 PROCEDURES.

5.1 Distribution of Frergency Public Information 5.1.1 Educational information shall be provided to the population within the 10 mile D. C. Cook Emergency Planning Zone on a yearly basis. This information shall include:

5.1.3 This information shall also be distributed, in the form of a brochure, annually to Warren Dunes State Park, local motelo, hotels, nursing homes, marinas, and other areas frequented by the transient population, j

with the emergency preparedness plans of the State, County and utility should be conducted annually in conjunction with the annual D. C.

Cook Emergency Preparedness Exercise.

5.2.2 The format for the briefing shall be of a panel / discussion type. An effort shall be made to include a representative from each of the following agencies / organizations as members of the panel. ,

5.2.4.2 Information concerning radiation.

5.2.5 Documentation concerning the annual media briefing should be sent to the D. C. Cook Emergency Planning Coordinator and the AEPSC Emergency Planning Coordinator.

4.3 The Administration and Logistics Manager reports to the Recovery and Control Manager and is responsible for coordinating the activities of the following individuals:

4.3.1 Marketing and Customer Services Manager St. Joseph or designated alternate, the Marketing and Customer

, Services Supervisor. The Marketing and Customer Services Manager is responsible for the activation and operation of the Central Processing Center, located in the St. Joseph Division Service Center Building at 2425 Meadowbrook Road, Benton Harbor, Michigan.

The Administrative Assistant is responsible for notifying the officials of Bridgman, St. Joseph, Benton Harbor and Lake Township and the physical arrangements of setting up the JPIC.

4.3.3 St. Joseph Division Superintendent or designated alternate, the Station Supervisor. The Division Superintendent is responsible for notifying his or her organization to stand by and for notifying the St. Joseph Division Personnel Supervisor of the event. The Personnel Supervisor will assist in -

nesting the personnel needs of the recovery organization in both technical and craft disciplines.

4.3.4 Buchanan Area Manager or designated alternate, the Buchanan Area Power Engineer is responsible for notifying his or her organization to stand by and for notifying the I&M Communications Engineer to l report to the Marketing and Customer Services '

Manager at the Central Processing Center, located in the St. Joseph' Division Service Center Building.

4.3.5 South Bend Division Manager or designated alternate, j the South Bend Marketing and Customer Services 1 Manager. The South Bend Division Manager is l responsible for notifying the South Bend Division i Administrative Assistant and the South Bend Marketing and Customer Services Manager. ,

5.1.1 Upon receiving notification from the AEP Initial l Assessment Group Coordinator that the Emergency J Response Organization has been activated, initiate the Administration and Logistics Manager Call Out ,

5.1.2 As soon as possible after notifying the Administration and Logistics Manager of the Emergency Response Organization Activation, the AEPSC Initial Assessment Group Coordinator will inform the Administration and Logistics Manager of the arrival location time and number of emergency response personnel. The Administration and Logistics Manager should give this information to the St. Joseph Marketing and Customer Services Manager, and request that the Central Processing Center provide needed transportation to arriving personnel. If emergency response personnel a're arriving at South Bend, inform the South Bend Division Manager so that transportation arrangements can be made.

5.1.3 Remain available to assist the AEPSC Recovery and Control Manager as ruquested.

5.2 Actions of the Marketina and Customer Services Manneer - St.

Joseeh Division 5.2.1 Upon receiving the request to activate the central Processing Center from the Administration and Logistics Manager, initiate the Central Processing Center Call Out List, IERP 9.00, Attachment 2.

5.2.2 As requests come in for transportation from the Administration and ' Logistics Manager, dispatch necessary personnel and vehicles to meet and transport Emergency Response personnel to the Central Processing Center.

5.2.9 Provide any additional support as requested by the Administration and Logistics Manager.

The Joint Public Information Center will be activated at a Site Area Emergency or by a combined decision of the Site Emergency Coordinator, the Cook Energy Information Center Manager, the I&M Public Affairs Director and the AEP Senior Vice President - Public Affairs.

4.0 RESPONSIBILITIES 4.1 The position of JPIC Director is held by: l

l The Cook Energy Information Center Manager 4 .1.1 - The JPIC Director is responsible for coordinating all information at the JPIC with his counterparts from the county, state and federal agencies and others involved with the emergency.

develop news releases, supervise all l communications with the news media and relay  ;

4.1.3 The JPIC Director is also responsible for the scheduling and posting of all media briefings.

4.2 The position of Utility Spokesperson is held by: ,

The Cook Energy Information Center Manager or by his alternate:

The AEPSC Consulting Nuclear Engineer 4.2.1 The Utility Spokesperson is the " single utility spokesperson" when dealing with the news media throughout the emergency. The spokesperson will be the source of utility statements quoted in press briefings or releases and will represent the utility at formal : press briefings to answer technical questions about the incident.

4.3 The St. Joseph Division Administrative Assistant, or his alternate the St. Joseph Division Building Maintenance Supervisor is responsible for the physical arrangemen~ts of setting up the JPIC.

4.3.1 The St. Joseph Division Administrative Assistanu is also responsible for conducting a semi-annual inventory of the JPIC equipment and supplies. -

See Section 5.8 for additional information.

4.4 The position of Rumor Control Center Coordinator will be held by:

4.4.1 The Rumor Control Center Coordinator is' responsible for logging all telephone calls and is expected to work with personnel in the Command Center to correct wrong information. It is also the responsibility of the Rumor Control Center Coordinator to monitor radio and television broadcasts to make certain information about the

Program Manager, Public Affairs 4.5.1 The Support office will " support" the communications efforts of the Command Center and contains a back-up telephone system as well as facilities for outside media calls, telecopying, reproduction and other communication supplies.

5.0 PROCEDURE '

5.1 Actions of the JPIC Director 5.1.1 After receiving notification that the decision has been made to activate the JPIC, via the three-way conference call, the JPIC Director j

shall notify the following individuals to report ,

to the JPIC (see IERP 9, Attachment 8, for the -

notification numbers).

5.1.1.1 Rumor Control Center Coordinator 5.1.1.2 Support Office Coordi stor 5.1.2 Upon arriving at the JPIC, the JPIC Director shall tour the JPIC and ensure that following i facilities have been set up and are operational. )

5.1.2.2 The Command Center 1 5.1.2.3 The Support Office 5.1.2.4 The Rumor Control Center 5.1.2.5 The Media Briefing Room 5.1.2.6 The Media Working Area 5.1.3 After completing the tour of the JPIC, the JPIC Director shall proceed to the Command Center and notify the Recovery and Control Manager that the JPIC is operational. If the Recovery and Control Manager has not arrived at the EOF, the JPIC Director will make this notification to the Site Emergency Coordinator.

l 5.1.4 The JPIC Director will then consult with the Utility Spokesperson and await arrival of the ,

State and County Public Affairs Representatives.

If, prior to the arrival of the State and County Public Affairs Representatives, the JPIC Director s determines it necessary to brief the media and/or l respond to any media briefings the Utility l Spokesperson may be instructed to do so.

1 5.1.5 After arrival of the State and County Public Affairs Representatives the JPIC Director shall brief them on the current status of the incident and provide them with a list of the scheduled media briefings. <

5.1.6 On a periodic basis the JPIC Director shall check with'the Rumor Control Center Coordinator to determine if the information being distributed during the press: briefings is being reported correctly. Any discrepancies should be discussed with the Joint Public Information Team and an k effort should be.made to clear up these discrepcncies at the next press briefings.

5.2 ' Actions of the Utility Spokesperson 5.2.1 Once the decision has been made to activate the JPIC the Emergency News Center Manager becomes the Utility spokesperson. The Utility ,

Spokesperson's first action shall be to instruct the St. Joseph Division Administrative Assistant ,

to begin setting up the JPIC. '

5.2.2 The Utility Spokesperson shall direct the Cook Energy Information Center Security Guard to arrange ter additional security guards to be located at tne JPIC.

5.2.3 Before leaving the Cook Energy Information Center the Utility Spokesperson shall direct any News Media Representatives remaining at the Center to proceed to the JPIC.

5.2.4 Upon arriving at the JPIC the Utility spokesperson shall proceed to the Command Center (see Attachments 2 and 3 for the location and

, floor plan of the Command Center) .

5.3 Actions of the St. Joseph Division Administrative Assistant 5.3.1 Upon receiving notification from the Utility Spokesperson to activate the JPIC, notify one of the following Lake Michigan College Community Center Personnel that I&M will be using their facilities as a JPIC (see IERP 9.0, Attachment 8, for notification numbers):

5.3.1.1 Director, Lake Michigan College Community Center 5.3.1.2 Director of Buildings and Grounds 3

t ' 5.3.1.3 Plant Engineer 5.3.1.4 Business Affairs 5.3.2 If after hours or none of the above can be contacted, contact one of the following to obtain keys to the Lake Michigan College Community Center (LMCCC) (See IERP 9.0, Attachment 8, for notification numbers).

5.3.2.1 LMCCC Maintenance Personnel 5.3.2.2 Scope Security on Duty at LMCCC I 5.3.3 Upon arriving at the JPIC, begin coordinating the set up of the JPIC in the following order. A l list of the type and location of equipment and supplies for the JPIC is shown in Attachment 8.

5.3.3.1 Ensure that security has been established at the JPIC. There should be one guard at the sign-in desk located '

at the front entrance and one additional guard at each of the other entrances.

, 5.3.3.2 The JPIC Command Center (green room)

Working Area Layout.

5.3.3.4 The JPIC Media Briefing Room located in the Blossom Room "D" (see Attachment 2 for the' location of the Blossom Room).

It is from this room that all press briefings concerning the incident will be held. All media representatives and other interested individuals who have gained admittance through security will be permitted access to this room. All official statements regarding the incident will be distributed in this room. The Blossom Room should be as shown in Attachment 5, Media Briefing Room.

5.3.3.5 The JPIC Rumor Control Center will be '

located in Dressing Rooms "C" and "D" (see Attachment 2 for the location of these Dressing Rooms). The JPIC Rumor Control Center should be arranged as shown in Attachment 6, Rumor Control layout.

5.3.3.6 The JPIC Support Office will be located

. in Dressing Rooms A and B (see Attachment 2 for the location of these Dressing Rooms). The JPIC Support office should be arranged as shown in Attachment 7, Support Office Layout.

5.7.3 The JPIC Director shall then make arrangements for cleaning up the JPIC and returning it to a state of readiness.

l 5.8 Maintenance of the JPIC 5.8.1 The St. Joseph Division Administrative Assistant shall on a semi-annual basis conduct an inventory L- of all JPIC equipment and supplies as shown in Attachment 8.

5.8.2 After completing this inventory the St. Joseph Division Administrative Assistant shall document the inventory by completing the Inventory Documentation Sheet shown in Attachment 9 and mailing it to the D. C. Cook Emergency Planning Coordinator. '

5.8.3 If it is determined that any equipment or supplies are missing, this should be noted on the Documentation Sheet and a phone call should be

made to the D. C. Cook Emergency Planning Coordinator so that the missing equipment or supplies can be quickly replaced. ~
