Enclosed for filing are three (3) signed originals and nineteen (19) copies of a document entitled, " Application for Amendment to Operating License," together with forty (40) copies of Attachments I, II, III and IV thereto, comprising a statement of the proposed additions and changes to the Technical Specifications, the associated Safety Evaluations, and additional information requested i by the NRC staff.

The Authority submitted the proposed Radiological Effluent Technical Specifications (RETS) for the FitzPatrick plant via Reference 2 .

However, as a result of a meeting between the NRC and the Authority held on August 8, 1984, the Authority has prepared a revision to the existing specifications in Appendices A & B of the Fit 2 Patrick Technical Specifications. These revisions supersede our previous submittals (References-1 & 2) in their entirety. Associated additions and deletions to Appendix A are also included in the application.

The proposed RETS, which will replace in its entirety the current Appendix B to the Technical Specifications, are in Attachment I to the Application for Amendment to the Operating License enclosed with this letter. Associated changes to Appendix A are given in Attachment II. The Safety Evaluation for changes to both Appendices is in Attachment III. Additional information concerning differences between the revised RETS and NUREG-0473 Revision 3 Draft 7" are included in Attachment IV.

Implementation of RETS will require the Authority to convert records to a different type and format, prepare new procedures, and prepare needed procedural revisions. In addition, semiannual reporting requirements make it necessary to implement RETS on a fixed date l commencing at either the beginning or the midpoint of a year. In l order to accommodate the new requirements of RETS while minimizing disruption of existing records management and operations at FitzPatrick, the Authority requests that the proposed amendment be approved with a fixed implementation date of July 1, 1985.

! In accordance with the requirements of 10 CFR 50.91, a copy of this application with attachments is being provided to the designated New York State official.

The Authority formerly classified this Application for Amendment to lL the Operating License as Class III. A check in the amount of

< $4,000.00 was included with our previous submittal (Reference 1) as the filing fee per 10 CPR 170.22, which the Authority paid under i protest pending a final determination of the legality of the fee schedule.
