SAFETY EVALUATION REPORT: ACCESS THROUGH ACCESS POINTS OTHER THAN CHANGE ROOMS, APPLICATION DATED DECEMBER 5, 1997 (TAC NO. L31040)

BACKGROUND By application dated December 5,1997, General Electric Company (GE) of Wilmington, North Carolina requested an amendment to License SNM-1097 to permit personnel movement between controlled areas and non-controlled areas through access points other than change rooms.

DISCUSSION

! In NRC Inspection Report No.70-1113/97-07, the inspector identified several areas where workers l would leave the controlled area through access points other than change rooms in order to accomplish a task (e.g., to operate a crane transferring a uranium hexafluoride cylinder to the controlled area). This practice was in accordance with approved procedures or radiation work ,

permits with established controls to prevent the spread of contamination to non-controlled areas, i However, this practice was in violation of the license application which states that access to controlled areas will be established through change rooms.

In order to permit personnel movement between controlled areas and non-controlled areas through access points other than change rooms, GE is requesting that their license application be modified to permit attemate access points to controlled areas for specific activities that are not accommodated by change rooms. The staff has determined that GE's request is acceptable because access through these points will be approved by procedures or radiation work permits, which will establish adequate controls to prevent the spread of contamination to non-controlled areas.

ENVIRONMENTAL REVIEW These changes are considered proceduralin nature. The staff has determined that the proposed changes do not affect public health and safety or the environment and are categorically excluded from the requirement to prepare a site-specific environmental assessment. Therefore, in accordance ,

with 10 CFR 51.22(c)(11), neither an environmental assessment nor an environmental impact l statement is warranted for this action. I CONCLUSION Based on the above discussion, the staff concludes that the proposed changes are acceptable. The Region ll Principal Inspector has no objection to this proposed action.
