Dear Mr. Crane:

On October 23, 2007, the NRC completed inspection activities at the Dresden Nuclear Power Station Unit 1. The purpose of the inspection was to determine whether the decommissioning activities were conducted safely and in accordance with NRC requirements. Specifically, during an onsite inspection on October 23, 2007, the inspector evaluated decommissioning performance and handling of radioactive waste. At the conclusion of the on-site inspection on October 23, 2007, the inspector discussed the inspection findings with members of your staff.

This inspection consisted of an examination of decommissioning activities at the Dresden Nuclear Power Station Unit 1 as they relate to safety and compliance with the Commission's rules and regulations. Areas examined during the inspection are identified in the enclosed report. Within these areas, the inspection consisted of a selective examination of procedures and representative records, and interviews with personnel.

Based on the results of this inspection, the NRC did not identify any violations.

In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter and its enclosure will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's document system (ADAMS). Enclosure 2 EXECUTIVE SUMMARY Dresden Nuclear Power Station, Unit 1 NRC Inspection Report 050-00010/07-09(DNMS)

This routine decommissioning inspection included a review of the licensee's current performance related to demolition of the Unit 1 Off Gas Filter Building and the Unit 1 Crib House Building. During the inspection active demolition work was only being performed in the Off Gas Filter Building.

Decommissioning Performance and Status Review The licensee was adequately conducting demolition and dismantlement activities of the Unit 1 Off Gas Filter Building and the Unit 1 Crib House. Workers were knowledgeable of activities being performed, work was being conducted safely and in accordance with procedural requirements, radiological instrumentation in use was calibrated, was appropriate, and being used properly, and work areas were set up to effectively control the spread of radioactive contamination. Work planning documents and the Radiation Work Permits (RWP) controlling the decommissioning activities were adequate.

Radioactive Waste Treatment, and Effluent and Environmental Monitoring

The licensee was effectively handling and storing radioactive waste from demolition and dismantlement of the Unit 1 Off Gas Filter Building and Unit 1 Crib House.

Enclosure 3 Report Details 1 1.0 Decommissioning Performance and Status Review (71801)

1.1 Inspection Scope The inspector evaluated the licensee's activities involving the demolition of the Unit 1 Off Gas Filter Building and the Unit 1 Crib House down to grade level. The inspector verified workers were knowledgeable of activities being performed, that work was being conducted safely and in accordance with procedural requirements, that radiological instrumentation in use was calibrated, was appropriate and being used properly, and the work areas were set up to effectively control the spread of radioactive contamination. Work planning documents and the pertinent Radiation Work Permits (RWP) for the decommissioning activities were reviewed for adequacy.

1.2 Observations and Findings The demolition work was being performed under Radiation Work Permit (RWP) No. 10008974, "Unit 1 Off Gas Filter Building Demolition" Rev. 0, approved September 27, 2007, RWP No. 10008975, "Unit 1 Crib House Demolition" Rev. 0, approved September 27, 2007, and Work Order No. 01064118-04. The RWPs were consistent with the Work Order and adequately addressed the expected radiological hazards for demolition being performed. The Work Order adequately addressed key aspects of the work. The demolition and dismantlement activities were being conducted by contract labors and contract health physics support. Most of the workers had previous work experience at the Dresden site and received required site specific and radiation protection training when hired for this work. Workers were observed to be working together efficiently and effectively.

During an inspection of in-process demolition activities in the Unit 1 Off Gas Filter Building, the work areas were observed to be appropriately roped off and posted, step-off pads and gates were employed to control the spread of radioactive contamination, and radiation detection instrumentation available for surveying and frisking was available and calibrated. Discussions with workers indicated they were knowledgeable of the RWP requirements they were working under, and were familiar with the radiation levels in the buildings and equipment they were dismantling.

1.3 Conclusion The licensee was adequately conducting demolition and dismantlement activities of the Unit 1 Off Gas Filter Building and the Unit 1 Crib House. Workers were knowledgeable of activities being performed, work was being conducted safely and in accordance with procedural requirements, radiological instrumentation in use was calibrated, was appropriate, and being used properly, and work areas were set up to effectively control the spread of radioactive contamination. Work planning documents and the RWPs controlling the decommissioning activities were adequate.

Enclosure 4 2.0 Radioactive Waste Treatment, and Effluent and Environmental Monitoring (84750)

2.1 Inspection Scope The inspector verified that radioactive waste from demolition and dismantlement of the Off Gas Filter Building and Crib House was properly handled and stored for disposal.

2.2 Observations and Findings The licensee was surveying all demolition debris as the equipment and systems within the building were being dismantled. Material that contained radioactivity/contamination in excess of background levels was being stored in B-25 boxes, while all other waste was being placed in intermodals. All of the waste was to be shipped to Energy Solutions in Tennessee for resurvey prior to disposal. The B-25 boxes and intermodals were being staged in a radiologically controlled area with controls in place to prevent the spread of contamination.

2.3 Conclusion The licensee was effectively handling and storing radioactive waste from demolition and dismantlement of the Unit 1 Off Gas Filter Building and Unit 1 Crib House.

3.0 Exit Meeting Summary The inspectors presented the inspection results to licensee management at the conclusion of the onsite inspection on October 23, 2007. The licensee acknowledged the findings presented.
