Dear David Rhoades:

On March 31, 2024, the U.S. Nuclear Regulatory Commission (NRC) completed an inspection at Dresden Nuclear Power station, Units 2 and 3. On April 16, 2024, the NRC inspectors discussed the results of this inspection with C. Joseph, Site Vice President, and other members of your staff. The results of this inspection are documented in the enclosed report.

No findings or violations of more than minor significance were identified during this inspection.

SUMMARY

The U.S. Nuclear Regulatory Commission (NRC) continued monitoring the licensees performance by conducting an integrated inspection at Dresden Nuclear Power station, Units 2 and 3, in accordance with the Reactor Oversight Process. The Reactor Oversight Process is the NRCs program for overseeing the safe operation of commercial nuclear power reactors. No findings or violations of more than minor significance were identified.

PLANT STATUS

Unit 2 began the inspection period at rated thermal power. On March 1, 2024, power was reduced to approximately 57 percent to perform rod sequence exchange and scram valve maintenance. The unit returned to rated thermal power the next day and remained at or near rated thermal power for the remainder of the inspection period.

Unit 3 began the inspection period at rated thermal power. On March 8, 2024, power was reduced to approximately 66 percent to perform rod sequence exchange and scram valve maintenance. The unit returned to rated thermal power the next day. On March 14, 2024, the licensee noted a rise in drywell pressure and dual indication of the 1A main steam isolation valve (MSIV). Unit power was reduced to approximately 25 percent to facilitate drywell entry for troubleshooting a repair. Following repairs to the 1A MSIV pneumatic line the unit was returned to rated thermal power on March 16, 2024. On March 17, 2024, unit power was reduced to approximately 81 percent for scram valve maintenance. The unit returned to rated thermal power the same day and remained at or near rated thermal power for the remainder of the inspection period.

INSPECTION SCOPES

Inspections were conducted using the appropriate portions of the inspection procedures (IPs) in effect at the beginning of the inspection unless otherwise noted. Currently approved IPs with their attached revision histories are located on the public website at http://www.nrc.gov/reading-rm/doc-collections/insp-manual/inspection-procedure/index.html. Samples were declared complete when the IP requirements most appropriate to the inspection activity were met consistent with Inspection Manual Chapter (IMC) 2515, Light-Water Reactor Inspection Program - Operations Phase. The inspectors performed activities described in IMC 2515, Appendix D, Plant Status, observed risk significant activities, and completed on-site portions of IPs. The inspectors reviewed selected procedures and records, observed activities, and interviewed personnel to assess licensee performance and compliance with Commission rules and regulations, license conditions, site procedures, and standards.

REACTOR SAFETY

71111.01 - Adverse Weather Protection

Seasonal Extreme Weather Sample (IP Section 03.01) (1 Sample)

(1) The inspectors evaluated readiness for seasonal extreme weather conditions prior to the onset of seasonal cold temperatures for the following systems:

Emergency diesel generators (EDGs), ultimate heat sink and associated cooling water systems, station blackout (SBO) diesel generators from January 17 - 19, 2024.

71111.04 - Equipment Alignment

Partial Walkdown Sample (IP Section 03.01) (3 Samples)

The inspectors evaluated system configurations during partial walkdowns of the following systems/trains:

(1) Unit 3 EDG on January 17 - 18, 2024
(2) Unit 3 isolation condenser during high pressure coolant injection work window on February 26 - 27, 2024
(3) Unit 2 EDG while the 2/3 EDG was inoperable for maintenance on March 25 - 26, 2024

71111.05 - Fire Protection

The inspectors evaluated the implementation of the fire protection program by conducting a walkdown and performing a review to verify program compliance, equipment functionality, material condition, and operational readiness of the following fire areas:

(1) Fire Zone (FZ) 1.1.1.5A Unit 3 isolation condenser area elev. 589' and FZ 1.1.2.5A Unit 2 isolation condenser area elev. 589' on January 4, 2024
(2) FZ 11.2.1 Unit 2 southwest corner room elev. 476' on January 5, 2024

Fire Brigade Drill Performance Sample (IP Section 03.02) (1 Sample)

(1) The inspectors evaluated the onsite fire brigade training and performance during an unannounced fire drill on March 14, 2024.

Licensed Operator Performance in the Actual Plant/Main Control Room (IP Section 03.01) (1 Sample)

(1) The inspectors observed and evaluated licensed operator performance in the control room during planned down power for rod sequence exchange, rod recovery, and control rod drive testing on March 1 - 2, 2024.

(1) The inspectors observed and evaluated an out of the box scenario, CPE OBE A, in the main control room simulator on March 19, 2024.

The inspectors evaluated the effectiveness of maintenance to ensure the following structures, systems, and components (SSCs) remain capable of performing their intended function:

(1) Unit 3 125 volts direct current (VDC) batteries following identification of lid cracking and bulging on the Unit 3 125 VDC batteries

The inspectors evaluated the accuracy and completeness of risk assessments for the following planned and emergent work activities to ensure configuration changes and appropriate work controls were addressed:

(1) Unit 3 plant risk action green and fire risk blue due to planned work window on high pressure coolant injection, on February 26-27, 2024
(2) Unit 3 emergent down power and 1A MSIV manifold o-ring replacement, on March 14-15, 2024

71111.15 - Operability Determinations and Functionality Assessments

The inspectors evaluated the licensee's justifications and actions associated with the following operability determinations and functionality assessments:

(1) Main control room heating, ventilation and air conditioning damper not positioning properly during DFPS 4183-14, as documented in CR 4723462
(2) Unit 3 125 VDC battery cell 23 has crack on lid and lid is lightly bulging out near post, as documented in CR 4730791
(3) Unit 2 SBO engine "B" oil cooler in low as documented in CR 4730965

The inspectors evaluated the following temporary or permanent modifications:

The NRC staff completed a review of the licensee's hazard assessment associated with a hypothetical rupture and subsequent release of natural gas of the planned Three Rivers Lateral pipeline lateral to the Dresden Power Station Unit 2 and 3. The results of this review are documented in ADAMS under ML24071A123 and did not identify any safety or regulatory concerns. To complete the sample the inspectors will conduct onsite verification of installation and testing requirements once the pipeline construction is completed to ensure hazard analysis assumptions.

71111.24 - Testing and Maintenance of Equipment Important to Risk
