SUMMARY

OF OPER2TING EXPERIENCE e OCTOBER, 1979 Listed below in chronological sequence by unit is a summary of operating experiences for this month which required load reductions or resulted in ificant non-load related incidents.

UNIT 1 October 1 October 23 October 24 October 25 October 26 October 27 October 28 October 31 UNIT 2 October 1 October 31 This report period begins with the unit in a cold shutdown condition.

Reactor coolant system temperature and pressure exceeded 350°F/450 psig at 1855. The reactor was taken critical at 1950 and the main generator synchronized to the line at 2235 and a power increase began. The reactor was at approximately 30% power at 2254 when it tripped on a feedflow/steam flow mismatch coincident with low steam generator (S/G) level signal. At 2335 reactor was taken critical at rod height below that allowed by the estimated critical position (ECP). Rods were immediately inserted to shutdown the reactor while ECP was re-evaluated.

It was mined that the problem with ECP was due to actual boron tration being less than figure used in computing ECP. A new ECP was calculated and reactor was taken critical at 2356. At 0055 the main turbine-generator was synchronized to the line and a power increase was begun. The power increase was stopped at 50% reactor power at 0235 to run a calorimetric.

At 0300 lA Main Feed Pump (1-FW-P-lA) was taken out of service for repairs to a leaking pump seal and reactor power was held at 50%. At 1140 a power increase was begun to 65% reactor power. At 1250 the power increase was stopped at 60% reactor power and 460 :tvIWe until repairs to 1-FW-P-lA were completed.

At 1525 1-FW-P-lA was returned to service and a power increase to 100% was begun. The unit was at 100% reactor power at 194 7. At 2019 reactor power was reduced to 98%, 775 until secondary calibration data can be evaluated.

At 1245 evaluation qf secondary calibration data was completed and unit taken to 100% reactor power. At 0200 the clocks were set back one hour for securing from Daylight Savings Time. This reporting period en.ds with the llllit at 100% reactor power. This reporting period begins with the unit at cold shutdown, all fuel removed from the reactor and steam generator replacement outage in progress.

This reporting period ends with the unit at cold shutdown, with the reactor de-fueled. AMEND HE NT TO FACILITY LICENSE OR October, 1979 SPECIFICATIOUS There were none during this reporting period.

FACILITY CHANGES REQUIRIHG NRG APPROVAL OCTOBER, 1979 There were none during this reporting period. FACILITY CHANGES THAT DID NOT REQUIRE NRC APPROVAL OCTOBER, 1979 Design Changes Unit 1. DC-78-11 Addition of Operations VHF Repeater to the 2H 1,2 Emergency Bus Description-This design change reconfigures the communications system so that the Operations Department VHF repeater is powered from the 2H Emergency Bus. This would assure continuing operability during all station accidents.

Summary of Safety Evaluation The margin of safety has been increased since this modification will provide ample power to the communications system via the emergency diesels under LOCA plus blackout conditions.

2. DC-78-S27 Main Warehouse Fire Protection Modifications 1,2 Description-This design change moved the Yard Fire Protection System Isolation Valve to meet seismic requirements by isolating the branch line. Summary of Safety Evaluation The modification has no safety implication other than isolating the branch line. 3. DC-79-S28 Safety Injection on Low Pressurizer Pressure Only 1 Description

-This design change was prompted by a NRC requirement to have automatic safety injection actuated on low pressurizer pressure as stated in IE Bulletin 79-06A. It converts the automatic Safety Injection initiated from one of the three pairs of low izer levels in coincidence with Low Pressurizer pressure to a Safety Injection initiated on two of three Low Pressurizer pressures.

Summary of Safety Evaluation This design change does not constitute an unreviewed safety question.

However, it does provide protection against an accident not previously evaluated in the FSAR.

4. DC-79-S35 Auxiliary Building Hydrant Block Valve Installation Description

-This design change involved installing a block.valve in the 6" branch line to isolate hydrant l-FP-82 without losing fire protection to the auxiliary building.

Sununary of Safety Evaluation Installation of this block valve does not create an unreviewed safety question and the modification to the branch line is not contrary to any safety analysis.

There were no reported instances of significant adverse environmental impact. The temperature change at the station discharge exceeded 3°F per hour on three occasions during October as follows: (1) On 10-25-79 exceeded 3°F/hr. during power increase to 50% reactor pow.er. (2) On 10-26-79 exceeded 3°F /hr. while removing "lD 1' waterbox from service for leak check. (3) On 10-27-79 exceeded 3°F/hr. while returning 11 lD 11 waterbox to service after maintenance.

These events were reported in accordance with Technical Specifications 4.14.
