SUMMARY OF DECEMBER 10, 2015, PRE-APPLICATION MEETING WITH NEXTERA ENERGY DUANE ARNOLD, LLC, FOR DUANE ARNOLD SPENT FUEL CRITICALITY ANALYSES (CAC NO. MF6998) On December 10, 2015, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of NextEra Energy Duane Arnold, LLC (NEE) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss Spent Fuel Pool (SFP) criticality analyses for Duane Arnold Energy Center (DAEC). The meeting notice and agenda, dated October 26, 2015, are available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML 15336A598. A list of attendees is provided as Enclosure 1. The licensee presented information (See ADAMS Accession No. ML 15335A322). The licensee discussed a potential DAEC license amendment request (LAR) to change its SFP storage requirements. DAEC is preparing a SFP storage license amendment because 2013 in situ measurements of the boron-10 (1°B) areal density of one of its SFP storage designs indicate the 10B areal density is below that modeled in its analysis of record for some portions of the SFP. The DAEC presentation included the following aspects:
- Two different SFP storage rack designs,
- The intention to reanalyze both SFP storage rack designs,
- Current DEAC technical specifications and anticipated changes for the SFP and eliminating the new fuel storage vault as an option.
- Plans for the analysis to state that it will follow the guidance in interim staff guidance DSS-ISG-2010-01.
- Schedule for submitting the LAR.
- Suggested future meetings to promote an efficient review. The NRC staff provided feedback on the following items:
- Whether both SFP storage rack designs need to be reanalyzed as opposed to just the design with the 10B areal density below that modeled in its analysis of record.
- The potential for current industry and NRC research into SFP neutron-absorbing material degradation to affect the submittal.
- Justification for the computer codes being used in the analysis.
- Review recent SFP storage license amendments for potential lessons to be learned and to identify any aspects of the DAEC that might be new and unique.
The meeting concluded with both DAEC and NRC staff stating a desire to maximize efficiency in the preparation and review of the submittal. DAEC agreed to consider the NRC feedback. Both DAEC and NRC staff agreed to continue the communication started at this meeting. To that end DAEC proposed a teleconference in early January 2016 to provide an update to its plans. No regulatory decisions were made at this meeting. Members of the public were not in attendance. Public Meeting Feedback forms were provided but not requested by anyone.
