inspection in the June-July 1978 time frame. Your concurmnce was received,

I now propose to postpone the inspection based upon the following technicaf and personal reasons: g

NRR-QAB. As we are all aware, substantive changes have been made which h will not be reviewed by licensing until the at least Amendment two (2)
I to the FSAR is filed. If we conduct the inspection as scheduled, we would have to describe these changes and call them either unresolved or deviation items; ooth of which in varying degrees f@ly a briticism o,f, their actions. None of their actions on their organization changes ,
appear to warrant criticir,m to date and in fact appear to have only enhanced the effectiveness of their program. The other prpgransnatic ,

- b. Personal As of this date, I am planning on making the physical sove to the site area during the week beginning Monday, July 24. I have'not yet identified anything specific that.must be done in the week of July 11-14 to facilitate the move, but I'm sure that both sqy wife and I would be much more comfortable if I.wem not away during what will probably turn into a panic period. .
I would propose to conduct 35200 after the FSAR has been amended to cover the organizational changes and in unscheduled bits and pieces after I'm in residence at the site.

This notice is sent to you pursuant to the provisions of Section 2.201 of the NRC's " Rules of Practice," Part 2, Title 10 Code of Federal Regulations. Section 2.201 requires you to submit to this office, with-in 30 days of your receipt of this notice, a written statement or expla-nation in reply including: (1) corrective steps which have been taken by you, and the results achieved; (2) corrective steps which will be taken to avoid further noncompliance; and (3) the date when full compliance will be achieved.

Failure to Follow Concrete Placement Procedure Criterion V of Appendix B to 10 CFR 50 requires that activities I affecting quality shall be accomplished in accordance with docu-mented instructions, procedures, or drawings of a type appropriate to the circumstances.
Project Quality Procedure Ql-QP-11.0-3 references Specification 2323-55-9, " Concrete," which invokes Section 8.3 of ACI 301-72 for depositing of concrete. Paragraph 8.3.3 of ACI 301-72 states that, " Concrete shall not be subjected to any procedure which will l cause segregation."
