Request for Exemption from Annual Radiological Emergency Preparedness Exercise for Sequoyah The Sequoyah Nuclear Power Facility is scheduled for an annual joint exercise on July 17, 1984. Attached is a letter dated April 5, 1984, from the State of Tennessee advising the Federal Emergency Management Agency (FEMA) Region IV of Tennessee's decision not to participate in a Sequoyah exercise in calendar year 1984. A full participation exercise for calendar year 1985 for Sequoyah has been scheduled for February 6-8, 1985. Also attached is a memorandum from FEMA Region IV dated May 4, 1984, concurring with the State's request.

The last full scale exercise at Sequoyah was held July 13-14, 1983. The results of this exercise did not necessitate any requirement for a remedial exercise. Deficiencies identified have been corrected or are scheduled to be corrected. In accordance with 44 CFR 350.9, the State of Tennessee is not required to participate in the Sequoyah exercise scheduled for July 17, 1984.

We have advised FEMA Region IV that since the State of Tennessee and the local governments within the 10-mile Emergency Planning Zone for the Sequoyah Nuclear Facility are eligible to go to a biennial exercise frequency in accordance with 44 CFR 350.9, they are excused from participation in the annual exercise scheduled for July 17, 1984. We support the request from the Tennessee Valley Authority dated April 26, 1984, for an NRC exemption from the 10 CFR 50, Appendix E, Section IV.F.1. annual exercise requirement for State and local governments.

State of Tennessee Exercising Its' Option to Cancel the Sequoyah Nuclear Power Facility Exercise for 1984 Attached is a copy of the letter from the State of Tennessee regard-ing the Sequoyah Exercise. The Tennessee Emergency Management Agency (TEMA) has requested on April 5, 1984, to cancel participation in the Eequoyah Exercise scheduled for July, 1984.

As established in 44 CFR 350, the State can choose to cancel partici-pation and exercise its' option. This office concurs with this re-quest that the Sequoyah Exercise not be required. At this time, the State of Tennessee has confirmed the rescheduling for Sequoyah on February 6, 7, and 8, 1985. These dates have been coordinated with all parties involved.

Dear Mr. May:

This is to advise you of Tennessee's decision not to participate in a Sequoyah Exercise in calendar year 1984. Because of the licensing exercise for the Watts Bar Power Plant, Tennessee would like to postpone a full scale Sequoyah exercise until the early part of calendar year 1985.

We would like to request that you schedule the RAC to participate in an exercise for Sequoyah on February 6, 7, 8, 1985. This date has been coordi-nated with TVA and TVA has coordinated the date with the NRC.

Additionally, we request you tentatively schedule an exercise for the Watts Bar Power Plant on July 24, 25, 26, 1985.

Your favorable consideration is requested.
