POST -TMI REQUIREMENTS FOR EMERGENCY RESPONSE FACILITIES SALEM GENERATING STATION UNITS NO. 1 AND 2 DOCKET NO. 50-272 AND 50-311 By letter of June 28, 1981, we confirmed a conversation with Mr. s. Ramos during which it was agreed that PSE&G's submittal of design concepts for the Salem Emergency Response Facilities (ERF' s )_ should be delayed until publication and our consideration of NUREG-0814.

Attached you will find our response to Generic Letter 81-10, NUREG-0696 and where appropriate, NUREG-0814.

Attached is a copy of a November 9, 1981 KMC letter to the NRC (of which we are a party) which discusses our concerns over the conflicting and confusing criteria and schedules which have been promulgated by the NRC relating to Emergency Response Facilities.

Although we have made our best effort to respond to what we believe is the current NRC guidance on ERFs, we do not have the confidence in the finality of the guidance documents or their interpretation, to proceed with the purchase of the Data Acquisition System or Safety Parameter Display System equipment or the modification of the existing Technical Support Center. As such, financial commitments to purchase these aspects of the ERFs will be withheld until agreement is reached between the NRC staff and ourselves on the acceptability of the design presented in the attachment to this letter. .. PGST -'TMI Requirements for Emergency Response Facilities December 29, 1981 On April 20, 1981 we wrote to the Director of Nuclear Reac-tor Regulation concerning requested relief from the re-quirement for a back-up Emergency Operations Facility.

To date no response to that letter has been received.

We hereby again request that a prompt and favorable reply be given. Due to past ambiguities on the part of the NRC, the confusion raised by the recent denial by the Commissioners to review SECY-81-509 and the lack of response to our request for relief, no commitments to provide habitability for the EOF or to provide a back-up EOF will be made until a written NRC response which addresses the merits of our request is received.
