Dear Mr. Blank,

Thank you for taking the time to write to me. I read your letter with interest regarding the recent events at the Millstone Nuclear Station.

Nuclear power is of prime importance to the energy needs of the State.

Nuclear power typically provides 75% of the electricity consumed in Connecticut every year. However, with four nuclear power plants in our state, it is essential to all of us that they be operated safety.

Regulatory authoirty over nuclear safety matters is legally the province of the NRC. No other regulatory agency, state or federal, may take actions that directly affect nuclear safety. The independence of the NRC as the judge of nuclear safety matters must be respected. Although the State cannot attempt to take actions that regulate nuclear safety, or that interfere in the NRC's

- regulatory process, it can and does communicate its concerns to the management of Northeast Utilities and to the Nuclear Regulatory Commission.

With regard to the isrue of the January 1996 layoff of Northeast Utilities employees, this issue has not gone unnoticed by my office. However, I would like to note that the NRC is not unaccountable for it's oversight and treatment of whistleblowers. The office of Inspector General has recently been conducting an investigation of the NRC's handling of these matters. The State also has a mechanism for employees of public utilities to file complaints regarding alleged improper conducts. Such matters are typically handled by the Department of Public Utility Control, through it's Advocacy and Regulatory Operations Division. Such complaints are filed pursuant to 16-8a of the Connecticut General Statues. I invite you connunicate your concerns to this agency.
