No need to take this as a formal allegation unless you want to. No, I am not the author of this masterpiece.

The Comm Edison position on nuclear energy (i.e. a seated, nodding position) raises several issues which the NRC and interested parties should be aware of.

1. What are the NRC regulations on sleep? How is " asleep" actually defined?
2. Does the final Safety Analysis specify a distinction between being simply

" asleep" and being " asleep at a switch"? Is being " stretched out at a switch" differentiated from being "in a seated, nodding position at a switch"?

3. Are there established procedures for sleeping or are operators permitted to develop discrc'ionary procedures in accordance with current situations?
4. Were these operators adequately trained in the sleep task?
5. To prevent interruption of the sleep activities, is it the NRC's or the utility's role to minimize the effects whistleblowing by maintaining all whistleblowers at a predetermined distance from those engaged in sleep?
6. Is there an NRC regulation on noctural emissions? Is unconscious thumb-sucking permited during the sleep task?
7. Are there emergency pillow stations, adequately stocked, inspected and indicated by illuminated signs, every twenty feet?
8. Are operators required to wear emergency sleep suits with non-slip i

footsies and emergency rear evacuation hatches only while engaged in the sleep i

task or are said suits worn at all times?

- 9. Is " stretching out" a procedural requirement? If so, how much of a stretch is required to be considered acceptable sleep? Is a fetal position acceptable?-

10. If :;1eeping is a procedural requirement, were the operators at Comm Ed imprudent by remaining seated in a nodding position?

10.1. If sleeping is not a procedural requirement, shouldn't Comm Ed apply for a license amendment if they intend to continue require operators to carry out the slcop task while in a seated, nodding position at their desks?

11. Would the NRC be justified in granting any such amendment because l

sleeping in a nodding position has worked successfully in the past?

Recommendation: Comm Ed should propose the same back-up technology that NU proposed for spent fuel pool break-downs, viz., running in a firehose from the nearest ocean and spraying water on the problem.
