Dear Mr. Hendrie:

We are now in the process of updating our response plans and capabilities in order to adequately respond to any emergency or incident involving nuclear reactors in Arkansas. Several state and local agencies are involved in this effort.

Although our present plan has been concurred with by the Nuclear Regulatory Commission, we are amending it to conform with the new acceptance criteria established by your office after Three-Mile Island.

We have been and will continue to be responsible for evaluation and surveillance of health hazards beyond the exclusion area of the reactor site.

Our efforts in updating the response plan are two-fold. Number one is to ensure the health and safety of our citizens. Number two is to enhance the spirit of cooperation wita Arkansas Power & Light Company and the Nuclear Regulatory Commission for continued licensing of the plant. In return, complete cooperation on your part is requested, specifically as pertains to the following:

1. In the event of an incident, assist the state when and as requested in evaluation beyond the exclusion area.
2. Notify the Arkansas Department of Health of releases as reported to the Nuclear Regulatory Commission by Arkansas Power & Light Company.
3. Notification of the meeting recently conducted by the Nuclear Regulatory Commission in Las Vegas, Nevada, and the meetings recently concluded at the Arkansas Power & Light Company, Russellville, Arkansas, were not received in this office. Several of our state agencies will be involved in emergency response and are also involved in emergency response planning as pertains to nuclear reactors. Timely notification of any meetings of this nature, under the auspices of your organization should be forwarded to this office to ensure proper coordination among the state agencies .
4. Keep this office or the appropriate state agency advised on all matters having a potential effect on the health and safety of the citizens of Arkansas.
