The purpose of the pre-application meeting was to discuss a planned license amendment request involving the production of Cobalt-60, a radioactive isotope with uses in the medical and food irradiation applications, at the Clinton Nuclear Power Station. A list of attendees is enclosed.

The process flow includes installing a limited number of Cobalt-59 target rods into fuel bundles during fuel fabrication, irradiating them in the reactor, removal of the cobalt producing rods from the associated fuel bundles in the Clinton spent fuel pool, transfer of the cobalt rods to a shipping cask, and shipment of the rods to a GE-Hitachi facility in California for hot cell handling.

Based on these concerns, the staff encouraged Exelon to develop a contingency plan in case the NRC staff could not reach a safety conclusion in sufficient time to support the upcoming Clinton outage. In addition, questions were raised regarding the applicability of the certificate of conformance for the proposed shipping cask, as well as the review of transportation security considerations. No regulatory decisions were made at the meeting by the NRC.
