Re: St.Lucie Units 1 Docket Nos.50-335 Response to Notice of Violation Ins ection Re ort 90-14 FINDING:.Unit 1 Technical Specification (TS)6.8.1.a requires that written procedures shall be established, implemented and maintained covering the activities recommended in Appendix A of Regulatory Guide 1.33, Revision 2, February 1978.Appendix A, paragraph 1.d, includes procedures addressing procedure adherence and temporary change method.Procedure QI 5-PR/PSL-l, Rev 37, Preparation, Revision, Review/Approval of Procedures, section 5.5, implemented TS 6.8.1 and required that procedures be strictly adhered to.It also provided the method to obtain approved temporary procedure changes and, if appropriate, subsequent permanent changes.Procedure OP-1-0120051, Rev 10, RCS Flow Determination by Calorimetric Procedure, steps 8.3 through 8.6, directed certain action sequences involving coordination with the Reactor Control Operator at the control board, control board loop temperature meter function selection using switches, and confirmation that measurements were being made=only on channels that had the meter switched out and isolated.Cont'rary to the above, on May 14, 1990, During the performance of procedure OP 1-0120051, the licensee's staff did not follow instruction steps 8.3 through 8.6 The test persons instead utilized an unapproved method to isolate all the meters to simultaneously isolate the involved loop temperature meters and complete the data collection without.the described coordination.

The reason for the violation was failure to follow QI 5-PR/PSL-1.Test personnel failed to process a Procedure Change Request (PCR)prior to,implementing an improved method of collecting the temperature data.The Reactor Coolant System flow determination by calorimetric
.procedure was repeated with the individual's supervisor observing.
4, The following actions have been implemented to avoid further violations:
a.The individual was counselled by his supervisor.'.
A PCR was submitted to clarify and authorize the'improved method of data collection.
