TECHNICAL SPECIFICATIONS CHANGE REQUEST - I VERIFICATION OF SHUTDOWN COOLING PUMP AND HEAT EXCHANGER OPERATION DURING REFUELING OPERATIONS Attached are three '(3) originals and thirty-seven (37) conformed copies of a Request for Change to the Palisades Technical Specifications. This proposed change adds a requirement to verify, at least once per twelve hours, that at least one shutdown cooling pump and one heat exchanger are in operation during refueling operations. Consumers Power Company committed to submit a request for this *change in our letter dated April 1, 1985. This letter was in response to NRC letter, "Decay Heat Removal Capability - Multiplant Action Number B-57," dated June 26, 1984.

Please note that an editorial correction has also been made to Technical Specifications section 4.6.lc which appears on the same page as the Technical Specifications change proposed in this letter. This correction deletes the reference to P66C as a High Pressure Safety Injection (HPSI) pump. The proposed Technical Specification which addressed the deletion of HPSI pump P66C and the addition of Auxiliary Feedwater pump P8C was approved by the NRC in Amendment #83 to the Palisades Technical Specifications, dated June 19, 1984.

A check in the amount of $150.00 is enclosed as required by 10CFR170.21.
