A review team consisting of staff from the U.S. Nuclear Regulatory Commission (NRC or the staff) participated in a severe accident mitigation alternatives (SAMA) audit from November 13-28, 2018, at NRC headquarters in Rockville, MD via teleconference, as part of the Peach Bottom Atomic Power Station, Units 2 and 3, (Peach Bottom) subsequent license renewal application environmental review. The goal of the audit was to review documentation and gather information to ensure that the environmental requirements for subsequent license renewal, as codified in Title 10 of the Code of Federal Regulations Part 51, were met. A letter dated November 6, 2018 (Agencywide Documents Access and Management System (ADAMS)
Accession No. ML18304A200) was sent to you containing an audit plan.
An entrance meeting was held on November 13, 2018, to introduce participants and discuss audit logistics. The enclosure to this letter provides a list of representatives from the NRC and Exelon who participated in the audit. Next, participants discussed topics relevant to the SAMA analysis during the entrance meeting and two subsequent meetings on November 19, 2018 and November 28, 2018 with a focus on the following topics: (1) additional documentation needed to complete the review related to SAMA new and significant information consistent with Nuclear Energy Institute (NEI) guidance, NEI 17-04, Model SLR New and Significant Assessment Approach for SAMA, Revision 0, which the applicant indicated it had followed, (2) Exelons process for developing relevant Level 2 release category frequencies, (3) site-specific new information related to NEI 17-04, Revision 0, guidance, and (4) specific details in the SAMA new and significant information analysis related to external events, design changes, power uprates, peak fuel burnup, Phase 1 cost screening, and estimated population increase.
At the conclusion of the audit, the NRC staff summarized the status of the review with Exelon representatives during the exit meeting. Most of the NRCs questions identified in the audit plan or during the audit were satisfactorily addressed through the conduct of the audit. Questions that needed a formal response to complete the review were included in a request for additional information (RAI) email (ADAMS Accession No. ML18348B029). Exelons response to the RAI email is publicly available at ADAMS Accession No. ML19028A280. Persons who do not have access to ADAMS or who encounter problems in accessing the documents located in ADAMS should contact the NRC's Public Document Room staff at 800-397-4209 (or 301-415-4737) or by e-mail at pdr.resource@nrc.gov.
