DETERMINATION OF ACCEPTABILITY AND SUFFICIENCY FOR DOCKETING AND PROPOSED REVIEW SCHEDULE REGARDING THE APPLICATION FROM ENTERGY OPERATIONS, INC. FOR RENEWAL OF THE OPERATING LICENSE FOR RIVER BEND STATION, UNIT 1 (CAC NO. MF9747 AND MF9778)

Dear Mr. Maguire:

By letter dated May 25, 2017, the U.S. Nuclear Regulatory Commission (NRC or the staff) received the Entergy Operations, Inc. (the applicant) application for renewal of Operating License NPF-47 for River Bend Station, Unit 1(RBS) (Agencywide Documents Access and Management System (ADAMS) Accession No. ML17153A282). Notice of receipt of this application was published in the Federal Register on June 28, 2017 (82 FR 29344). The application was supplemented by the applicant by letter dated August 1, 2017 (ADAMS Accession No. ML17213A064). The purpose of this letter is to provide the results of the staff's acceptance review of the license renewal application for River Bend Station. The acceptance review determines whether the application contains sufficient information to allow the staff to proceed with the safety and environmental reviews.

The staff reviewed your application following the guidance in NUREG-1800, Revision 2, "Standard Review Plan for Review of License Renewal Applications for Nuclear Power Plants," and NUREG-1555, Supplement 1, Revision 1 "Standard Review Plans for Environmental Reviews for Nuclear Power Plants." As a result, the staff determined that the application as supplemented, is sufficient and acceptable for docketing in accordance with Title 10 of the Code of Federal Regulations (10 CFR) Sections 2.101, 51.45, 51.53(c), 54.19, 54.21, 54.22, and 54.23. However, the staff's determination does not preclude requests for additional information (RAIs) as the review proceeds. This letter also forwards the staff's projected safety and environmental review schedule for the RBS application (Enclosure). The NRC staff will follow established review procedures and the enclosed schedule to complete the reviews required by 10 CFR Parts 51 and 54. This schedule has been established in accordance with an 18-month review plan, which does not include time to conduct a hearing, should a hearing be requested and granted. Milestones for hearing activities are not included in the enclosed schedule because these dates, if needed, would be established by the Commission or the Atomic Safety and Licensing Board. The cost estimate for the entire review is projected to be approximately $4,100,000. That is assuming a review W.F Maguire - 2 - that conforms generally to the enclosed schedule and without any significant review complications such as hearings or significant technical issues.

We would like to emphasize that the staff's review of your LRA will be very detailed and thorough. The staff will make every effort to meet the scheduled milestones; thus, your responses to the staff's Request for Additional Information (RAIs), if needed, must be complete and provided in a timely manner. We request that you inform the NRC staff as early as possible should potential delays arise in your support of the schedule.
