EMERGENCY DIESEL GENERATOR TRAIN      'A' LOAD SEQUENCER MALFUNCTION On April 28, 1986,-at 11:29 p.m. (MST), the engineered safety features load sequencer for the Train 'A' Emergency Diesel Generator (EDG) automatically started the Train 'A' EDG when a quality assurance inspector apparently jiggled a wire in the load sequencer cabinet. The load sequencer did not complete the design load sequence for the existing offsite power avsilable condition.
Esasntial control room ventilation did not start because the sequencer locked up in the process of going through its sequence. Also, battery chargers "A" and "C" tripped off and wsra not restarted due to the sequencer failure.
c "B" emergency diesel is being tested every 8 hours and the unit is in a 72 hour action statement. Engineering personnel have been called in to evaluate the problem.
