TECHNICAL SPECIFICATIONS CHANGE REQUEST - CONTAINMENT ISOLATION SYSTEM Enclosed is a change to the Palisades Technical Specifications. This change is a result of Consumers Power Company's commitment made in the revised response to Inspection Report 88-008 dated September 2, 1988. The requested Technical Specification Change incorporates a Containment Isolation Valve Specification which allows for the manual operation of the penetration 33 isolation valves at power for the purpose of sampling Safety Injection Tanks.
TECHNICAL SPECIFICATIONS CHANGE REQUEST - CONTAINMENT ISOLATION SYSTEM Enclosed is a change to the Palisades Technical Specifications. This change is a result of Consumers Power Company's commitment made in the revised response to Inspection Report 88-008 dated September 2, 1988. The requested Technical Specification Change incorporates a Containment Isolation Valve Specification which allows for the manual operation of the penetration 33 isolation valves at power for the purpose of sampling Safety Injection Tanks.
This requested change addresses and resolves applicable Standard Technical Specifications requirements and includes a containment isolation valve table as part of the change. In addition to the penetration 33 valves, the table includes all containment isolation valves needed to isolate upon receipt of containment high radiation (CHR) or containment high pressure (CHP) signals.

The change request has been determined to involve an unreviewed safety question, but an analysis of no significant hazards considerations has been performed and the change has been found to involve no significant hazards considerations.

Consumers Power Company recognizes that numerous Technical Specifications Change Requests, required prior to start-up of the Palisades Plant, have been recently submitted.. This change request could also fall into that category.
