OF NOVEMBER 17, 2021, SECOND PUBLIC MEETING WITH ARIZONA PUBLIC SERVICE COMPANY TO DISCUSS UPCOMING EXEMPTION TO ELIMINATE DIVERSE AUXILIARY FEEDWATER ACTUATION SYSTEM USING RISK-INFORMED PROCESS FOR EVALUATIONS FOR PALO VERDE NUCLEAR GENERATING STATION, UNITS 1, 2, AND 3 (EPID L-2021-NFN-0003)
On November 17, 2021, an Observation public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and Arizona Public Service Company (the licensee) via teleconference. The purpose of this meeting was to discuss the licensees upcoming Exemption from the regulations in Title 10 of the Code of Federal Regulations Part 50, Section 50.62, "Requirements for reduction of risk from anticipated transients without scram (ATWS) events for light- water-cooled nuclear power plants," using the Risk-informed Process for Evaluations for the elimination of a diverse auxiliary feedwater actuation system (DAFAS) at Palo Verde Nuclear Generating Station, Units 1, 2, and 3. The meeting notice and agenda, dated November 3, 2021, are available in the NRCs Agencywide Documents Access and Management System (ADAMS) at Accession No. ML21320A227. A list of attendees is provided in the enclosure.
The licensee provided slides for this public meeting, which are available in ADAMS at Accession No. ML21320A103. The licensees presentation included its clarifications to the NRC staffs three concerns including the need to provide the basis for special circumstances, better addressing manual operator actions, and more fully addressing the defense-in-depth strategy (ADAMS Accession No, ML21306A188). The NRC staff expressed its opinion for the inclusion of manual operator actions to activate AFW pumps to compensate for the elimination of DAFAS, and as a second layer of defense-in-depth. The licensee will think about the manual operator actions and get back to the NRC staff. The licensee stated that it is planning to submit this application in December 2021.
