Docket No. 50-317 and 50-318 Mr. Robert E. Denton Vice President - Nuclear Energy Baltimore Gas & Electric Company Calvert Cliffs Nuclear Power Plant 1650 Calvert Cliffs Parkway Lusby, Maryland 20657-4702

Dear Mr. Denton:

SUBJECT:

GENERIC LETTER 89-13, "SEWICE WATER SYSTEM PROBLEMS AFFECTING SAFETY-RELATED LQUIPMENT" - CALVERT CLIFFS NUCLEAR POWER PLANT UNIT N05. 1 AND 2 (TAC N05. M73978 AND M73979)

By letter dated September 16, 1992, Baltimore Gas and Electric Company (BG&E) provided a summary of the actions corapleted for Unit 1 in response to Generic Letter 89-13. i.sa summary addresses each of the five recommended actions in the generic letter. You indicate that, with the exception of procedure upgrades, C1 remaining actions or equally effective alternative courses of action ha 8 aen implemented before startup from the Unit 1 1992 refueling outage. You noted that the baseline tests for the service water and component cooling water heat exchangers did not produce conclusive results and that additional test methods and procedures are being developed. The tests are scheduled to be performed during the Unit 1 spring 1994 refueling outage.

Appropriate plant conditions- and heat exchanger loads will be available during the outage. An interim program is currently in place which requires periodic inspection, maintenance, and cleaning of these heat exchanges iintil the baseline tests are completed.

It is our understanding that, for Unit 2, all remaining actions with the exception of procedure upgrades will be implemented before startup from the Unit 21993 refueling outage.

The necessary procedure upgrades for all the service water s*/ stems of both units will be completed as part of the BG&E's Procedure Update Project. The procedure upgrades will be completed subsequent to the perfonnance of the baseline tests discussed above ano will be implemented prior to the end of 1994. This schedule is consistent with the BG&E's prioritization process used in the procedure Upgrade Project.
