Subject: MOTOR-OPERATED VALVE (MOV) INSPECTION AT HADDAM NECK

PLANT (NRC INSPECTION REPORT NO. 50-213/92-81)

This letter refers to the NRC team inspection conducted on October 5-9,1992 at the Haddam

Neck Plant, East Haddam, Connecticut to evaluate the adequacy of your actions in response

to NRC Generic Letter 89-10, " Safety-Related Motor-Operated Valve Testing and

Surveillance." This generic letter and its supplements provided recommendations to the

licensees to ensure operability of safety-related MOVs that play vital roles in protecting the

health and safety of the public during design-basis conditions.

Our inspectors observed that many details of your MOV program were still in preliminary

stages of development. For example, the project instructions (PIs), which will implement

your MOV program, were in various stages of completion. As such, you have not

completed any design-basis testing for the Generic Letter 89-10 program. We recognize

your recent efforts, as commit:ed in your letter dated May 4,1992, to complete your MOV

Pts by December 31,1992.

The results of this inspection, as detailed in the enclosed report, were discussed during the

exit meeting on October 9,1992. At the exit meeting, your staff acknowledged the

inspection findings and agreed to review the areas for resolution as summarized in Table 1.

On October 29, November 12 and December 10, 1992, your staff further clarified several of

your commitments. Also, the status of your actions in response to the findings of this

inspection was reviewed. This inspection concluded on January 5,1993, when your staff

confirmed that the December 31,1992 commitment noted above had been completed with the

issuance of the MOV program manual on December 18, 1992. If your understanding of the

actions to enhance the MOV program as summarized in Table 1 is different, please notify me

in writing as soon as possible.

Based on this inspection, it appears that one of your activities was not conducted in full

compliance with NRC requirements, as set forth in the Notice of Violation, enclosed herewith

as Appendix A. Specifically, this Notice of Violation addresses inadequate disposition of a

nonconforming condition observed during MOV testing. Your response to this notice should

follow the instructions in Appendix A.
