NRC Costs for the withdrawn Pebble Springs Construction Permit Application Your letter of Septestber 9,1983 apprised us of the fact that you notified the NRC's Division of Accounting and Finance to issue an invoice to Portland General Electric Cempany (PGE) to cover the Com-mission's review costs for the withdrawn Pebble Springs construction permit application. This invoice, dated September 13, 1983, was received by PGE on September 16, 1983 and requires a payment in the amount of $862,412 by October 13, 1983.

Your letter, and the subsequent invoice, did not provide an itemized listing of the actual expenditures incurred by the NRC for profes-sional staff-hours and contractural support services costs froia the date the application was filed to its date of withdrawal. Nor did

your letter specify the professional staff rates upon which these expenditures were based. It is requested that this information be provided, itemized by year of expenditure, in order for PGE to

, ascertain if these costs warrant dispute, in accordance with the provisions of 10 CFR 15.31.

We also request that the due date for payment of the September 13, 1983 invoice be extended pending a final determination of the amount of the balance claimed due for review of the Pebble Springs applica-tion.
