OF THE AUGUST 14, 2018, PUBLIC MEETING WITH NUSCALE POWER, LLC, TO DISCUSS NUSCALES RESPONSE TO THE STAFFS REQUEST FOR ADDITIONAL INFORMATION NO. 9412 On August 14, 2018, representatives of the U.S. Nuclear Regulatory Commission (NRC) and NuScale Power, LLC (NuScale) held a public teleconference meeting to discuss the NRC staffs questions regarding NuScales response to the NRC staffs Request for Additional Information No. 9412. captures the summary of the topics discussed during the teleconference. SUMMARY
OF THE AUGUST 14, 2018, PUBLIC MEETING WITH NUSCALE POWER, LLC, TO DISCUSS NUSCALES RESPONSE TO THE STAFFS REQUEST FOR ADDITIONAL INFORMATION NO. 9412 The purpose of this public meeting was for the NRC staff to seek clarity on NuScales response to the staffs Request for Additional Information (RAI) No. 9412 regarding the need for an inspection, test, analysis, and acceptance criteria (ITAAC) to verify displays, controls and alarms at the remote shutdown station (RSS). In its letter dated, June 21, 2018, NuScale responded to the staffs RAI No. 9412 (Agencywide Documents Access and Management System Accession No. ML18172A320) and stated that ITAAC are not designed to address all aspects of design, including the RSS human-system interface. NuScale also stated that there is no manual control of safety-related equipment from the RSS nor are there any important human actions to be performed from the RSS. From NuScales design perspective, NuScale believes that the RSS displays and provides an alternate location for the operator to monitor the plant operation if evacuation of the main control room is required.
The NRC staff does not agree with the NuScales interpretation of regulatory requirements and believes that an ITAAC is needed to provide assurance that the as-built plant complies with the design capabilities set forth in Appendix A to Title 10 of the Code of Federal Regulation, Part 50, General Design Criteria (GDC) for Nuclear Power Plants 19, Control Room, for shutdown capability outside of the main control room.
The staff is currently developing a follow-up to RAI No. 9412 and will further engage NuScale to resolve this matter.
