Please regard this letter as official and formal notification of a complaint to you regarding a flagrant violation of 19 CFR (Part 19) bv the Florida Power & Light Companv at the licensed nuclear facilities known as the Turkev Point Nuclear Plant located in Niami, Florida.

Date: Oct. 31 1988 Event: Florida Power & Light management at the Turkev Point, Nuclear facility is aggressively discriminating and harrassing me as a direct result of recent communications via US mail with the US Nuclear Regulatory Commission regarding a series of events at their Turkey Point Nuclear Plant. Date of notification was on Sept. 29, 1988 and Oct.13, 1988.

I hereby request that your department officially investigate these most serious events and utilize your departments resources to ensure that the licensee (Florida Power & Light) ceases and desists in their acts of discrimination and harrassment in their zealous 'nlawful attempts of intimidation to silence me and harbor themselves free of regulatorv notification of events which could jeopardize the Health and Safet~of the Public.

Additionally, I request that you seek payment on mv behalf as compensation for damages incurred to me as a direct result of the blatant disregard for the law. 'icensee's Sincerely:
