posted with a sign cautioning

hazard.Additionally, Technical Specification 6.12.l.a requi res that high radiation areas in which the intensity of radiation is greater than 100 mrem/hr be barricaded

and conspicously

posted.Contrary to the above, a high radiation area was neither barricaded

nor conspicously

posted in that on Nay 19, 1981, two sequential

radi ation postings between the hallway of the Reactor Auxiliary Building and the pipe tunnel/penetration

room were obscured and the barriers open.The outer chain barrier was detached on one end and hanging such that the signs were obscured.The inner barrier (door)was open which obscured the postings attached to the door.RESPONSE: 1.FPL concurs with the finding that the area was not conspicuously

posted at that specific time.However, the chain barricade was down because a work party on a valid Radiation Work Permit was working in the area.The inner barricade (door)was proped open because of service air lines necessary for the task.All other means of entrance to the area were conspicously

posted and barricaded

as required by 10 CFR 20.203(c)(1).

2.Men working in the posted area under a Radiation Work Permit removed the barricades, thereby obscuring the posti ngs.3.The postings and barricades

were corrected at the time of notification

of violation.

4.In areas where postings can be removed, a double posting on a solid surface has been implemented.

Upon issuance of a Radiation Work Permit verbal instructions

are given to the recipient on posting and barricades

for the area to be entered.5.Full compliance

was achieved on July 31, 1981.
