1 By letter dated January 29, 1997,. Northeast Nuclear Energy Company-(NNECO)

identified errors and reported changes in the Emergency Core Cooling System evaluation models and application of the models for Millstone, Unit 2, as required by 10 CFR 50.46(a)(3)(ii). -The models used by NNEC0 for the small i

break and large break loss-of-coolant accidents (SBLOCA and LBLOCA) reanalyses for Millstone, Unit 2, are Siemens Power Corporation (SPC) models. The SBLOCA evaluation model used is the approved SPC ANF-RELAP, T00DEE2, and'R0DEX2 model' and the LBLOCA evaluation model is the interim SPC EXEM/PWR LBLOCA model.

5-i The NRC staff has completed its review of information provided'in your j

submittal and has determined that both the SBLOCA and the interim LBLOCA analyses are acceptable for the restart of Millstone, Unit 2.

A plant-specific analysis using the SPC modified final LBLOCA model will be required prior to startup after the next refueling outage for the unit.

The results of j

the staff's review is provided in the enclosure to this letter.

This cornpletes all the actions required for the subject TAC number.
