SEQUOYAH NUCLEAR PLANT (SQN) - REVISION TO TECHNICAL SPECIFICATION (TS) l CHANGE 93-05

Reference:

TVA Letter to NRC dated June 16, 1993, "Sequoyah Nuclear j Plant (SQN) - Technical Specification (TS) Ch oge 93-05, I

' Revision of Ice Condenser Intermediate Deck Door Lifting l

Force Requirement'"  ;

TVA proposed a TS change by the above referenced letter to increase the  ;

maximum lifting force requirements for SQN's ice condenser intermediate '

deck doors. During a review to address questions raised by NRC's SQN '{

Project Manager, TVA discovered the misassignment of proposed lifting l force values for the 03, 04, 07, and 08 intermediate deck doors. The 03 and 07 doors should have been assigned a lifting force of 31.0 pounds (1bs) and the 04 and 08 doors should be 31.8 lbs. The 01, 02, 05, and 06 doors are not affected by the error.

This error is the result of improperly translating the lifting force  !

values in Westinghouse Electric Corporation's Operating Procedure j TVA-EOP-6, " Inspection of Intermediate Deck Doors," to the propose,1 SQN TS change. The Westinghouse TVA-EOP-6 describes the doors verbally, with ,

the innermost row of doors listed first. The second row of doors is l

listed next, then the fourth and outernost row is listed third. However, i

Page 2 November 10, 1993 i the third row going outward is listed last in the E0P. TVA has listed .;

the doors in each ice condenser bay from inside row to outside row in two i columns numbered consecutively from 01 through 04 and 05 through 08. TVA i failed to reccgnize the E0P deviation from an inside to outside row sequence for the third and fourth rows. This caused TVA to invert the-lifting force values for Doors 03 and 07 with Doors 04 and 08 in the r referenced TS change.  ;

TVA's present TS requirements for the intermediate deck door lifting force are not affected by this error because the third and fourth rows 7 are both assigned a 28-lb requirement. Therefore, if the two values had i been reversed for the row three and row four doors, the present TS requirements would not have been impacted. The first.two rows have been assigned the proper lifting-force values.

The proposed revisien to Ty Change 93-05 is-identified in the enclosure. 1 The pages provided in the naclosure of this letter supersede the pages i provided in Enclosure 1 of the referenced letter. .The proposed revision to TS Change 93-05 does not alter the conclusions drawn in the justification, the environmental impact evaluation, or the significant hazards consideration submitted with the original TS Change 93-05 request. Consequently, these evaluations are not resubmitted by this package. [

TVA's requested implementation period remains unchanged by this TS change revision.  !
