Notice of Withdrawal of Commonwealth of Pennsylvania Offsite Emergency Planning Issua Concerning Evacuation Time Estimate Study On January 30, 1984, the Coiamonwealth of Pennsylvania filed ?ssues of concern with respect to offsite emergency planning for tne Limerick Station. Commonwealth Issue II stated (citations omitted):

Th'e applicant must prepare an updated evacuation time estimate study for the Limerick Station pluma exposure pathway emergency planning zone (plume EPZ). The evacuation tire study the applicant has submitted to the Nuclear Regulatory Commission for approval is outdated and based on inaccurate information. Deficiencies in the study include, but are not necessarily limited to, reliance on out-of-date and inconsistent census data; use of incorrect evacuation routes; use of a concept of " maximum i evacuation time" that does not accurately reflect i

tiie size of the plume EPZ; and failure to account for the notification system to be installed by the applicant.

In a letter dated February 24, 1984, addressed to Ralph J. Hippert, Pennsylvania Emergency Management Agency (PEMA),

applicant's counsel represented that applicant has arranged for performance of an evacuation time study for the Limerick 840312000) 840305 PDR ADOCK 05000353 G PDR e ( -

Station. Counsel's letter indicates that the study to be performed by HMM Associates : l will reflect 1980 cen.ius data, the siren alert  !

system to be installed, the EPZ evacuation routes developed by the Commonwealth as set forth in Annex E (to the Pennsylvania Disaster Operations Plan), and the Radiological Emergency Response Plans of Berks, Chester and Montgomery Counties.

The Commonwealth believes counsel's representation addr. esses the State's issue of concern regarding the adequacy of applicant's evacuation time study. The Commonwealth, through PEMA, will review the completed study and provide comments to the Applicant and the Federal Emergency Management Agency ( FEMA) , as appropriate.

The Commonwealth therefore withdraws Commonwealth
