NOTICE OF WITHDRAWAL OF OFFSITE EMERGENCY PLANNING ISSUE COMMONWEALTH-1 On January 30, 1984, the Commonwealth of Pennsylvania filed two issues of concern with respect to offsite emergency planning for the Limerick facility. On March 5, 1984, the Commonwealth withdrew so-called'" Commonwealth 2," which dealt with the adequacy i of applicant's evacuation time estimate study. In its April 20,

! 1984 Special Prehearing Conference Order, the Board admitted in part the state's first issue of concern (" Commonwealth-1"). As I

admitted, Commonwealth-1 reads:

l No operating license for the Limerick Generating i Station, Units 1 and 2, should be authorized

, until arrangements are in place for procurement, i and distribution to all offsite emergency workers identified in the state, county and municipal emergency plans as requiring dosimetry, of adequate numbers of self-reading (0-20R and 0-200R) dosimeters.

l As propcaed by the state, Commonwealth-1 included the issue of arrangements for permanent record dosimeters, or "TLDs". The Commonwealth filed a motion for reconsideration on April 30, 1984 l asking the Board to admit Commonwealth-1 in its original form.

,l In a memorandum and order dated June 4,.1984, the Board affirmed

. its earlier ruling limiting the scope.of Commonwealth-1 to self- '

reading dosimeters.  ;

e Applicant and the commonwealth (through the Pennsylvania

. Emergency Management Agency (PEMA)) have since negotiated a settlement of Commonwealth-l. By written agreement dated September 6,1984, applicant has agreed to fund the procurement of specified numbers of both TLDs and self-reading dosimeters which will be distributed to Limerick offsite emergency workers.

PEMA has accordingly begun to procure dosimetry pursuant to the ,

terms of the agreement.

The Commonwealth is satisfied that the afore-mentioned agreement sets in place the appropriate arrangements for dosimetry for of fsite emergency workers. The Commonwealth therefore withdraws commonwealth-1 from the instant proceeding.
