I, Initial Decision.
The inmates' appeal is also inclusive of a l
prior appeal filed July 11, 1985, which was subsequently de-l clared to be interlocutory and dismissed by this Appeal Board on July 15, 1985.
Said decision came as a Memorandum and Order of this Appeal Board and stated that such an appeal was not permis-sible under the Commission's Rules of Practice due to its interlocutory nature.
This appeal involved five of the six denied contentions which were rejected by the Licensing Board in its July 2, 1985 6rder (unpublished).
That order denied a request for reconsideration of an earlier order issued June 12, 1985, in which it admitted two of the inmates' eight revised l
contentions.
The inmates now contend that said earlier appeal 6507300540 850725 yDR ADOCK 05000352 PDR 1 500
is ripe for consideration and should be included along with the Board's Fourth Partial Initial Decision.
By combining the two decisions, the Appeal Board will be able to review the five i
denied contentions as well as the two admitted and litigated contentions.
The Graterford inmates will submit a brief within the requisite thirty (30) days of filing the Notice of this Appeal, pursuant to the Rules of Practice.

The inmates request that all proceedings be stayed I
pending resolution of this Appeal, pursuant to 10 C.F.R. 2.788.
