' ON IMPLEMENTATION OF THE STIPULATION FOR SETTLEMENT AND DISMISSAL OF THE GRATERFORD INMATES' CONTENTION By Memorandum and Order dated' June 2, 1989,.the Atomic Safety and Licensing Board (Licensing Board or Board) -'

accepted and approved the Stipulation of the parties and interested Commonwealth and federal agencies with respect to the remaining contention of the inmates of the State Correc-tional Institution at Graterford, except insofar as the Stipulation provided for the termination and dismissal of the proceeding. The Licensing Board stated that it would retain control over dismissal of the proceeding and would act at the request of the parties when the Board was satis-fied that the requirements for dismissal were met.

The Licensing Board therefore directed the parties to submit at the end of 30 days a progress report specifying the~ steps already taken to implement the requirements of the Stipulation and a schedule for completing the remainder. In o

[y accordance with this directive, the undersigned counsel for Philadelphia Electri Company, for itself and on behalf of the other parties, he eby reports the following progress.

On May 4, 1989, representatives of PECO and its agent for providing training to Department of Corrections per-sonnel, Schneider Engineers, met with representatives'of the Department of Corrections and the Pennsylvania Emergency Management Agency (P5:MA). PEMA and Department of Corrections representatives subsequently reviewed and approved a standardized lesson plan provided at the meeting, similar in content and format to the plan previously approved and utilized in the training of school bus drivers

. who would participate in the evacuation of schools located within the plume exposure pathway emergency planning zone for the Limerick Generating Station. Appropriate modifications were made w.ith respect to the particular {

mission of evacuating the Graterford inmates.

An agreement was reached on the scheduling of an initial round of instruction for Department of Corrections personnel. On June 27 and 29, 1989, training sessions were given by Schneider Engineer instructors at two locations. A total of 44 Department personnel received this instruction and have therefere completed their training.

It is anticipated that sessions for remaining personnel will be completed by mid-July, 1989. Approximately 100 employees of the Department of Corrections who would serve as bus and ambulance drivers in an actual emergency will i 1

.. receive training. The parties will file another progress report with the Board on or before August 1, 1989, unless otherwise instructed.

The Department is now preparing changes to its Radio-logical Emergency Response Plan for the State Correctional Institution at Graterford. Revisions pertinent to training w2.1 be reviewed by the inmates' counsel and technical consultant upon the anticipated availability of the revi-sions in August 1989.

This Report has been provided to each of the parties to the Stipulation, whose representatives have authorized counsel for PECO to sign and submit it on their behalf.
