This letter is in response to the subject inspection report .

resulting from Mr. L. Narrow's inspection of August 8-9, 1978, and the findings thereof. Below is the response to the infraction referenced in the subject inspection.

Infraction g 10 CFR 50, Appendix B, Criterion V, states, in part, that.:

" Activities affecting quality shall be prescribed by documented instructions, procedures, or drawings, and procedures..."

The licensee's Quality Assurance Plan, Revision 9, Section 5.0 ,

states, in part, the Forked River Unit 1 Quality Assurance Program requires that:

Quality related activities be prescribed by appropriately documented instructions, procedures and drawings", and "The activities be accomplished in accordance with such documents".

G , R.-T. Carlson Morrison-Knudsen Procedure Gen-12, Rev.0, prescribes a training progr.am for quality department personnel. Paragraph 18.3 of this procedure states, in part, "This training encompasses the following:

(1) Detailed review of Morrison-Knudsen's Quality

. Program.

(2) Review of Code and Standard ~ requirements for the project.

(3) Detailed review of project procedures and instruc-tions.

(4) The function and implementation of the quality program.

(5) Detailed Review of Morrison-Knudsen's Welding Manual.

(6) Review of travelers, installation checklists, etc."

Contrary to the above, as of August 9, 1978, the training program for the Morrison-Knudsen quality department and the schedule for conduct of training included only certain construction procedures, instructions for document control, and material identification and control. The remaining training requirements outlined above had not been conducted or scheduled. -

Corrective Action Taken:

Subsequent to the date of this inspection, three training sessions have been held with Morrison-Knudsen Quality Department personnel.

These sessions have addressed the following areas:

(a) Material Storage and Control.

(b) Correct use of Quality Related Tags.

.(c) Cribbing for temporary suprort of equipment.

(d) Preparation of Nonconforming Reports and Corrective Action Repcrts.

(e) Distribution and filing of Quality Related Docu-mentation.

(g) Calibration Procedures and Requirements.

(h) Training Program Deficiencies.

These sessions have been laid out in accordance with an interim program scheduled, prepared, and documented by the Morrrson-Knudsen Quality Control Manager. These training sessions have proven to be beneficial in making Quality Department personnel more aware of program requirements and problem areas experienced by others.

Corrective Steps to Avoid Further Items of Non-compliance As a result of an intensive review of existing training require-ments for Quality Department personnel, Morrison-Knudsen is preparing a revision to M-K Procedure Gen-18 which will revise the training program to meet specific site objectives.

The salient features of this revision will be to schedule, conduct, and document training sessions for Quality Department personnel for items of a general nuture such as Codes and Standards, Project Procedures and Instructions, and Quality Program requirements.

Individual or limited training sessions will be held to qualify personnel in specific areas such as the M-K Welding Manual.

These training sessions will be deeigned to meet the requirements of both Gen-18 and ANSI 45.2.6.

This revision to the Training Sect 4 an of the Morrison-Knudsen -

Quality Control Program will be isrued for licensee approval by 1 October 1978 with full implementation no later than 1 November 1978.
