SUBJECT:

FORKED RIVER NUCLEAR STATION DOCKET NUMBER 50-363 RESPONSE TO INSPECTION 79-07 This letter responds to the notice of violation resulting from NRC Inspection 50-363/79-07.

The inadvertent omission of GPU Service Corpora *. ion QA approval of certain Equipment Storage History Cards and surveillance inspections of the preventative storage and maintenance program during this period were due in part to the transition of responsibilities from the Stone S Webster Site Construction Manager to the resident GPUSC construction engineer. Corrective actions have been impicmented as follows:

1. ESHC's have been reviewed and approved by signature by GPUSC QA.
2. GPUSC QA surveillance inspections have been performed and documented to verify the preventative services program is current and proper storage is being maintained.

Corrective steps taken to avoid further items of non-compliance include the following:

1. Procedures which describe the Preventative Service and Storage Program have been revised to specifically define responsibilities and provide additional program adequacy during the duration of the suspension of construction activities.
2. Procedures which describe QA/QC surveillance activities during the suspension period have been revised to provide additional program adequacy under these conditions. .

3. Concurrence by interfacing departments is required on the above procedures to ensure interface responsibilities are clearly understood.
4. A GPUSC QA Representative has been specifically assigned to provide surveillance of the Preventative Service and Storage Program as required.

The Preventative Service and Storage Program and the QC surveillance of this program is presently being implemented. The complete set of revised procedures as described above were in place by September 15, 1979.
